Comprehensive oil spill response drill in CPC-R Marine Terminal

On June 25 a comprehensive oil spill response drill was held in the Marine Terminal. This drill in the water area of Novorossiysk port was observed by N. Brunich, CPC General Director, shareholders representatives of the Consortium (Transneft, Kazmunaigaz, Chevron, ExxonMobil, Eni, etc) and representatives of the regulatory authorities – Rostransnadzor, Rostekhnadzor, Rosprirodnadzor, transport prosecutor office, port master office, Novorossiysk UGZ, Krasnodar Krai office of the Russian Ministry of Emergencies. Since day one of operations there have been no emergencies in the Marine Terminal. This achievement is contributed by the continuous effort of the Marine Terminal personnel and contractors to ensure fault-free operation of the equipment, continuous exercises of the resources keeping permanent readiness for emergency response. This comprehensive drill, which involved all the emergency response resources of the Terminal, was conducted to evaluate the performance in the area of emergency response. The legend of the drill was a most unlikely and most severe in consequences guillotine rupture of the subsea pipeline during tanker loading at SPM.
Over 300 of MT personnel took part in the drill supported by 26 ships. A helicopter was used for reconnaissance and surveillance. 1800 meters of sea booms and 400 meters of shore booms were deployed. 4700 meters of booms were kept onshore ready for immediate deployment. The drill participants deployed enough number of tanks to collect oily water and dirt. The total capacity of the oil collecting systems was 900 m3/hour.
During the drill they also checked the scheme of organization and control of the emergency response resources, practiced deployment of emergency response equipment, maneuvering of oil collecting crews and coordination of the technical resources. The Terminal specialists and representatives of the regulatory authorities estimated sufficiency of the available emergency response resources and their compliance with the standard level defined by the oil spill emergency response plan. Poor weather conditions with the wave height over 2 meters were simulated for the coast protection crew; other actions were taken as well.
The drill was positively evaluated by the observers and regulatory authorities. The targets and objectives set by the drill plan were met. The simulated spill was contained and cleaned up; the coast was properly protected.
CPC pipeline system is one of the largest investment projects in the energy industry with participation of foreign capital on the CIS territory. The length of the pipeline connecting the oil fields in Western Kazakhstan with the Marine Terminal near Novorossiysk is 1,511 km. CPC Marine Terminal is equipped with single point moorings which allow for safe tanker lifting at a considerable distance from the shore, also when the weather conditions are unfavorable.
The Expansion Project includes rehabilitation of 5 existing and construction of 10 additional pump stations (2 in the Republic of Kazakhstan and 8 in the Russian Federation), six new storage tanks (100,000 cu.m each) in addition to the existing four near Novorossiysk and a third SPM at the CPC Marine Terminal, and also the replacement of an 88 km pipeline section in Kazakhstan with a larger diameter pipe. The total amount of the Project investments will be US$ 5.4 billion.
