Oil spill response drill on Kirpili River bank

A joint oil response drill was conducted by CPC and Krasnodar Krai Emercom Dep on the banks of the Kirpili River in the Korenovskiy District, Krasnodar Krai, on 10th June. The drill involved 140 people and 80 special vehicles and equipment units.

The drill scenario was that an illegal tap had resulted in an oil spill near the CPC pipeline river crossing on the Kirpiliy River at KP 1325, spreading into the river. The spill caught fire, threatening to spread to a local community, Verkhniy village.

A CPC dispatcher detected a pressure drop in the pipeline system and shut down the pumps, shutting off the spill section and notifying the CPC management. CPC-R oil spill response teams and equipment arrived on spill site along with Krasnodar Krai regional Emercom response units and TsASEO professional emergency response units. Fire brigades arrived on spill site, starting to extinguish the fire.

A reconnaissance of the accident area indicated that the spill was estimated to be 7,200 m2 onshore and 1,800 m2 offshore (the drill story was that there were three oil slicks on the surface of the river). Evacuation was started among the local public, while CPC’s emergency response stations started deploying oil spill response and clean-up equipment.

The simulated emergency response included containing the oil spill by installing protective booms onshore and offshore, deploying temporary oil storage tanks and repairing the pipeline leak. Local public volunteers were engaged to help clean up oil-contaminated earth.

The drill was assessed highly by Krasnodar Krai fuel & energy & housing & utility ministry representatives, CPC management, the regional Emercom department, and the Korenovskiy District administration, who appreciated well-coordinated and prompt actions by all participants.

Annually, CPC conducts at least 10 large-scale oil spill and fire response drills. Being a part of the Company HSE policy, they are intended to ensure readiness of the CPC and its contractors ER resources for emergency response in the areas crossed by the trunk oil pipeline and to reduce, as much as possible, impact of the Consortium activities upon the ecosystem.

CPC pipeline system is one of the largest investment projects in the energy industry with participation of foreign capital on the CIS territory. The length of the pipeline connecting the oil fields in Western Kazakhstan with the Marine Terminal near Novorossiysk is 1,511 km. CPC Marine Terminal is equipped with single point moorings which allow for safe tanker lifting at a considerable distance from the shore, also when the weather conditions are unfavorable.
