A Surprise Emergency Response Readiness Inspection at Astrakhan PS

On March 15, 2018, Nikolay Gorban, General Director of Caspian Pipeline Consortium, visited Astrakhan Oblast to check the status of the CPC's social and charitable aid projects in the region. While in Astrakhan, it was decided to visit Astrakhan PS, where CPC General Director inspected the station equipment and took reports from the PS staff.
During the inspection of the PS site the Consortium’s CEO declared an emergency situation to check the readiness of the PS and contractor personnel.  According to the General Director’s task there was a leak reported from a pig launcher/receiver. The PS Shift Supervisor immediately notified CPC OCC in Novorossiysk, CPC-R Central Region management and Starstroi contractor. The shift personnel took all necessary steps to isolate the leaking section, contain the leak and have it drained into a sump.
In addition, a fire drill was conducted under the scenario that there was a fire of the mainline pump room’s drainage tank. The PS was “shut down”, all personnel not involved in extinguishing the "fire" was evacuated, the fire station equipment and personnel were deployed. The fire drill’s objective was to check the performance of the PS personnel, firemen and non-organic fire team as well as the fire equipment and the PS fire systems.
Once the Astrakhan emergency response station (ERS) resources arrived to the scene Nikolay Gorban selectively checked the technical condition of vehicles and emergency equipment, availability of relevant paperwork and permits.
Upon the drill completion CPC General Director noted the reliable operation of the equipment and professional skills of Astrakhan PS and contractor personnel.

CPC pipeline system is one of the largest investment projects in the energy industry with participation of foreign capital on the CIS territory. The length of the pipeline connecting the oil fields in Western Kazakhstan with the Marine Terminal near Novorossiysk is 1,511 km. CPC Marine Terminal is equipped with single point moorings which allow for safe tanker lifting at a considerable distance from the shore, also when the weather conditions are unfavorable.
