CPC guarantees efficient and environmentally safe movement of crude oil

Novorossiysk Citizens Visited CPC Tank Farm

20180924.jpgOn September 22, 2018, at the CPC management invitation residents of closest communities (the villages of Yuzhnaya Ozereevka, Glevobskoye and Vasilievka) with the most proactive attitude to environmental and industrial safety issues, representatives of Novorossiysk and regional mass media visited the CPC Marine Terminal.

Mikhail Grishankov, Deputy General Director, RF Government Relations, Vladimir Dmitriev, Deputy Manager, Shore Facilities and Tank Farm Maintenance, and Ekaterina Korshunova, Lead Environmental Engineer, gave a tour around MT facilities.

The guests were informed that due to the Company’s international status CPC could study and adopt the best practices of the Consortium’s partners from all over the world.

The operational reliability of the CPC pipeline system reaches 98%, while the average factor worldwide is 90-95%, which is the result of unique CPC technologies and equipment and high safety and occupational health culture.

Guests were interested in learning more about Tank Farm process safety, waste water treatment, portable water intake and oil vapor emissions. The walkabout provided them with comprehensive information about the most advanced eco friendly technologies used by CPC.

While speaking to the visitors, Mikhail Grishankov, CPC Deputy General Director, said: “Today is the first time when people who are not CPC employees are inside the high-security facility. Actually we are holding a doors open day and demonstrating to local residents how our sophisticated pipeline system operates and what are processes at the Tank Farm so that people have no ungrounded concerns. The most stringent safety requirements in all areas - environmental and process safety, physical security, etc. have became fundamental for the CPC pipeline system since its first days. We are always open for the dialog with local communities and ready to answer all questions. "

The CPC Marine Terminal Tank Farm consists of ten 100,000 m3 tanks surrounded by robust concrete diking. To exclude oil vapor emissions the tanks are equipped with specially designed floating roofs with rigid second seals. All equipment and piping wastewater is discharged to a closed drain system connected to the Marine Terminal cutting-edge treatment facilities.

During this meeting it was noted that the CPC Marine Terminal and Tank Farm were technically incapable to discharge wastewater into the sea. Upon rigirous treatment the wastewater goes to the 35,000 m3 firewater pond. Several years an extra retention pond was constructed as part of Expansion Project.

CPC conducts all types of environmental monitoring and control of potential pollution, man-caused and industrial environmental impact at its sites. The Environmental Compliance Assurance (ECA) activities are agreed with local environmental regulators.

Elena Kuchera, Head of Glebovo Rural District Administration, said the following as the wrap-up: "Recently, there were heavy rainfalls in Novorossiysk; there was a lot of water, and obviously local residents of neighboring communities had questions: how does the CPC Tank Farm cope with such situation, how is it treating such abundant storm runoffs? Today during this tour we were shown all Tank Farm processes and received a lot of technical details. Having received the information directly from the specialists working at this facility, and seeing everything with our own eyes, we became assured that CPC has advanced and very reliable equipment; therefore, the environment is protected well.

Svetlana Zykova, a Uzhnaya Ozereevka resident, shared the opinion of the Administration Head. "If before I used to have some concerns about the safety of my neighborhood with the CPC facility, after today's visit to the Tank Farm they all have dispelled. I am so glad to have the chance to be here”.

In June-July 2018, CPC subdivisions underwent the second compliance recertification audit, where the compliance of the CPC HSE Management System with a new version of ISO 14001:2015 and OHSAS 18001:2007 was reconfirmed.

CPC pipeline system is one of the largest investment projects in the energy industry with participation of foreign capital on the CIS territory. The length of the pipeline connecting the oil fields in Western Kazakhstan with the Marine Terminal near Novorossiysk is 1,511 km. CPC Marine Terminal is equipped with single point moorings which allow for safe tanker lifting at a considerable distance from the shore, also when the weather conditions are unfavorable.

The Expansion Project includes rehabilitation of 5 existing and construction of 10 additional pump stations (2 in the Republic of Kazakhstan and 8 in the Russian Federation), six new storage tanks (100,000 cu.m each) in addition to the existing four near Novorossiysk and a third SPM at the CPC Marine Terminal, and also the replacement of an 88 km pipeline section in Kazakhstan with a larger diameter pipe. The total amount of the Project investments will be US$ 5.4 billion.
