CPC guarantees efficient and environmentally safe movement of crude oil

CPC and RF EMERCOM Kalmykia Office Conducted Joint Comprehensive Drills

On 28 August 2019, CPC-R and EMERCOM Kalmykia Office conducted joint comprehensive emergency response drills in Iki-Burulsky district of the Republic of Kalmykia. Batu Khasikov, Acting Head of the Republic of Kalmykia, and other officials, attended these drills.
CPC Central Region personnel and its emergency response contractors as well forces of the territorial subsystem of the Unified State Emergency Prevention and Response System of the Republic of Kalmykia participated in the drills. About 300 persons and 60 special vehicles were involved.
According to the drill scenario, at 6 a.m., PS-3 Shift Supervisor received an alarm from SCADA (dispatch control and data collection system) about a leak at KP952 of the trunk oil pipeline. An OCC dispatcher in Novorossiysk simulated the PS shutdown and remotely сut off a probable emergency segment and gave instructions to mobile patrols to leave for the site of emergency. The crews that arrived on site saw the crude oil spilling out towards the Manych River.
CPC personnel notified the administration of the Republic of Kalmykia and municipal government, CPC emergency contractors, regulators, etc. thereof.  The Emergency Prevention/Response and Fire Safety Commission of the Republic of Kalmykia started its work.
Emergency response operations were conducted in accordance with the developed oil spill prevention and response plan. Emergency response teams exercised the recovery of pipeline integrity and oil containment operations, including installation of booms, construction of earth cofferdams, temporary tanks, dams, support walls, sorbent spraying as well as collection of oil and contaminated soil with mechanical and manual methods. The drills included evacuation of the injured and provision of medical aid, performance of express tests and soil sampling for the presence of petroleum products.
Representatives of regulators, who watched the comprehensive drills, highly praised this event. They noted good training and perfect equipment operating skills of CPC staff, as well as the availability of all necessary equipment. 
CPC conducts at least 10 large-scale oil spill response and fire extinguishing drills annually. CPC performs similar exercises on a regular basis and they allow to evaluate the readiness of CPC pipeline operation teams, repair teams, Security and dispatchers for emergency response.

CPC Pipeline System is one of the major investment projects in energy sector with participation of foreign capital in the CIS. The length of the Tengiz–Novorossiysk Pipeline is 1,511 km; it transports over two thirds of all Kazakhstan export crude, as well as crude from Russian oil fields, including the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore, also amid poor weather conditions.
