Annual CPC Telecom Group Drill

On 05-06 September 2019, the CPC Marine Terminal hosted CPC-R/K Telecom Group practical drill for recovery of the backbone cable of the CPC fiber optical communication line (FOCL). The event involved telecom engineers from the CPC Western, Central and Eastern Regions, as well as Marine Terminal. 20 persons, two mobile optical cable measurement laboratories, optical fiber fusion machines, satellite communication means and other equipment were engaged for the drill.
According to the drill script, optical cable was damaged in the area of KP 1501 of the CPC oil pipeline, near FOCL crossing of an earth road. The control and communication systems of the CPC oil pipeline were conventionally switched over to a backup satellite communication channel in an automatic mode. 
CPC Security and technical specialists, who arrived at the “damage” spot, found out that the “emergency” had been caused by an unauthorized earthwork, involving an excavator, performed by an outside company at a vineyard located nearby.
The drill participants practiced repair of damage by installation of a permanent cable insertion. Fusion of fibers started with recovery of critically important services. First of all, the fibers providing operation of the SCADA data transmission network and telephony were repaired to enable the dispatcher to resume using the CPC oil pipeline normal control mode. Apart from the FOCL cable recovery practice, the personnel checked condition of the satellite communication means, reinforced skills of their prompt adjustment.
Owing to such regular drills, all telecom engineers of the CPC Telecom Group acquire necessary experience of FOCL cable repairs. Upon completion of the event, the specialists conducted a detailed drill debriefing.
It should be noted that the CPC Telecom Group provides uninterrupted operation of various CPC communication systems — communication cable infrastructure, process data transmission networks for SCADA and security, process systems of telephone and radio communication etc. More than 5 million telephone and 2 million radio calls pass through the CPC FOCL every year and the volume of information transmitted via the SCADA network exceeds 14 TB a week.

CPC Pipeline System is one of the major investment projects in energy sector with participation of foreign capital in the CIS. The length of the Tengiz–Novorossiysk Pipeline is 1,511 km; it transports over two thirds of all Kazakhstan export crude, as well as crude from Russian oil fields, including the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore, also amid poor weather conditions.
