The following activities are planned to be procured:
Technical Supervision and inspection services related to:
- All equipment and materials procured under the Expansion Project for construction of an 88 km pipeline, 2 pump stations, refurbishment of 2 existing pump stations, refurbishment of the existing SCADA system, construction of external power supply facilities;
- Construction of an 88 km pipeline
- Construction of 2 new pump stations, upgrades of 2 existing pump station, refurbishment of the existing SCADA system;
- Construction of external power supply facilities;
- Performance of all other activities and services related to Technical Supervision.

| Key Bidder Selection Criteria |
Potential bidders must meet the following key requirements:
- Properly created local or foreign legal entities or associations of legal entities (consortiums) are eligible to bid;
- Bidders should have national (Russian/Kazakhstan) or international certification in HSE and internal corporate HSE policy;
- Bidders should be financially sound and to have their last 3 years independently audited Financial Statements. Bidders to be able to finance their work and services until progress payments;
- Bidders should have enough assets or be capable of providing commensurate financial guarantees (such as bank performance guarantees, ultimate parent company guarantees, and other guarantees if necessary).
- Bidders should have experience in managing, organizing and resourcing at least three similar contracts on technical inspection of construction of oil pipeline facilities, with the minimum value of $ 2 million;
- Bidders should be capable of providing appropriate insurance coverage of the work and services to be performed;
- Bidders should possess all organizational structure, labor and materials and equipment required to perform the work (including logistics and expediting and engineering support).
- Bidders should be capable of performing all reports, documents etc. both Russian and English.
- Bidders should be capable of performing more than 50 % of work by their own labor resources.
- Bidders were not called to responsibility by authorities or other persons for HSE or tax legislation infringements for the last 3 years in amount exceeded $ 100 000 per each case;
- Bidders to be ready to maximize effectively local and Regional Content in the performance of the work;
- Bidders should have ISO 9001 quality management certification.
