| Purchase Description |
The following activities are planned to be procured:
- Engineering, procurement, construction, startup & commissioning of offshore and shore facilities, including a pig launcher/receiver, a single point mooring, a loading pipeline and associated equipment.
- Installation of temporary facilities (accommodation/construction camps, etc.);
- Managing logistics, transportation, providing construction labor, equipment and vehicle resources;
- Performing all other work activities related to the construction project.

| Key Bidder Selection Criteria |
Potential bidders must meet the following key requirements:
- Properly created local or foreign legal entities or associations of legal entities (consortiums) are eligible to bid;
- Bidders should have national (Russian/Kazakhstan) or international certification in HSE and internal corporate HSE policy;
- Bidders should be financially sound and to have their last 3 years independently audited Financial Statements. Bidders to be able to finance their work and services until progress payments;
- Bidders should have enough assets or be capable of providing commensurate financial guarantees (such as bank performance guarantees, ultimate parent company guarantees, and other guarantees if necessary).
- Bidders should have experience in managing, organizing, resourcing and constructing at least three similar contracts on construction of offshore work for marine oil terminals, with the minimum value of $ 10 million;
- Bidders should be capable of providing appropriate insurance coverage of the work and services to be performed;
- Bidders should possess all organizational structure, labor and materials and equipment required to perform the work (including logistics and expediting and engineering support).
- Bidders should be capable of performing all reports, documents etc. both Russian and English.
- Bidders should be capable of performing more than 50 % of work by their own labor resources.
- Bidders were not called to responsibility by authorities or other persons for HSE or tax legislation infringements for the last 3 years in amount exceeded $ 100 000 per each case;
- Bidders to be ready to maximize effectively local and Regional Content in the performance of the work;
- Bidders should have ISO 9001 quality management certification.

Compliant bidders interested in bidding should send a letter of interest (form of letter of interest is attached).
Once a decision is made to go ahead with the tender, all those who have expressed an interest for bidding will be sent a prequalification package.
This request is not a formal invitation to participate in the tender or submit a bid for contract award. The purpose hereof is to identify potential bidders for the tender which is planned to be carried out in the 3rd/4th quarter 2009.
The Organizer may decline to proceed with the tender at any time. The Organizer shall not reimburse any bidders any expenses or losses incurred in relation to their participation or non-participation in the tender.
