Tender for award of a contract for Construction and Procurement of External Power Supply in Russia under the CPC Expansion Project |
| Purchase Description |
The following activities are planned to be procured:
All work activities required to provide an external power supply for 8 new pump stations, including:
- Over 300 km 220 KV power line and 600 km 110KV power line to be built
- one 220/10KV Substation and seven 110/10KV Substations to be refurbished;
- four 220/10KV Substations and twelve 110/10KV Substations to be refurbished;
- 10KW Switchgears, 10/0/4KV Transformer Substation Packages and Backup Diesel Power Plants to be installed and commissioned at the new pump stations.
- Installation of temporary facilities (accommodation/construction camps, etc.);
- Managing logistics, transportation, providing construction labor, equipment and vehicle resources;
- Performing all other work activities related to the construction project.

| Key Bidder Selection Criteria |
Potential bidders must meet the following key requirements:
- Properly created local or foreign legal entities or associations of legal entities (consortiums) are eligible to bid;
- Bidders should have national (Russian/Kazakhstan) or international certification in HSE and internal corporate HSE policy;
- Bidders should be financially sound and to have their last 3 years independently audited Financial Statements. Bidders to be able to finance their work and services until progress payments;
- Bidders should have enough assets or be capable of providing commensurate financial guarantees (such as bank performance guarantees, ultimate parent company guarantees, and other guarantees if necessary).
- Bidders should have experience in managing, organizing, resourcing and constructing at least three similar contracts on contraction of external power supply of oil pipeline facilities, with the minimum value of $ 20 million.
- Bidders should be capable of providing appropriate insurance coverage of the work and services to be performed;
- Bidders should possess all organizational structure, labor and materials and equipment required to perform the work (including logistics and expediting and engineering support).
- Bidders should be capable of performing all reports, documents etc. both Russian and English.
- Bidders should be capable of performing more than 50 % of work by their own labor resources.
- Bidders were not called to responsibility by authorities or other persons for HSE or tax legislation infringements for the last 3 years in amount exceeded $ 100 000 per each case;
- Bidders to be ready to maximize effectively local and Regional Content in the performance of the work;
- Bidders should have ISO 9001 quality management certification.
