Bidder’s Prequalification Notice
The Organizer hereby notifies the bidders of the prequalification to be conducted in regards of a subject tender.
All legal entities, entrepreneurs and their associations that are compliant with the criteria set out herein and capable on supplying the subject Delivery are invited to participate in prequalification.
Those who successfully passed the prequalification will be invited to bid and send the bid package.
The Organizer may decline to proceed with the tender at any time. The Organizer shall not reimburse bidders for any expenses or losses incurred in relation to their participation in the tender.
All parties compliant with the criteria set out herein and interested in prequalification should send an Application and all required documentation to the Tender Board Secretary per the procedure described in the Prequalification Package.

| Purchase Description |
The scope of maintenance of crude oil quantity and quality measurement systems (COQQMS) comprises: 6 – COQQMS, 1 – gas meter, 2 – LDS quality skids.
The scope of maintenance work should basically comply with “The Recommendations for Determination of Oil Mass during Metering Operations Using Oil Quantity Measurement Systems”, Mi 2775-2002 “The Procedure of Metrological and Technical Support of Industrial Operation of Crude Oil Quantity and Quality Measurement Systems, Provers and Meters Thereof” and RD 153-39.4-043-99 “The Regulations for Maintenance and Repair System of Oil and Oil Products Meters”.
Maintenance-1, Maintenance-2 (monthly and quarterly) comprise monitoring of metrological characteristics of meters within the crude oil quantity and quality measurement system.
Maintenance-3 (once a year) comprises inspection and submittal to state verification of the COQQMS meters as per the agreed schedule.
In case of meters, equipment failure – response to a call from dispatcher, PS shift supervisor at any time of the day and night and on holidays.
Maintenance agreement should be valid for 3 year, provided the personnel is continuously present at the facilities.

| Key Bidder Selection Criteria |
Potential bidders must meet the following key requirements:
- Have a license to perform the work .
- The work is to be performed by qualified personnel (having certificates).
- Have references from client companies which received similar services previously
- Contractors’ specialists are to be ready to visit the site in response to a call of a CPC responsible representative in a 24/7 regime. Time of response to a call is no more than two hours upon notification.
