| Key Bidder Selection Criteria |
Potential bidders must meet the following key requirements:
- compliance of potential bidders with requirements set by RF laws to entities performing work, rendering services and participating in tenders, including the presence of the following:
- License of the Federal Agency for Construction and Residential/Utility Sector in accordance with Federal Law No. 128-FZ dated 13.07.01 “On Licensing of Some Activities” for construction of buildings and structures of the 1st level responsibility with the attached list of all works as per requested scope. The list of permitted works shall include the ones related hazardous industrial processes and facilities (as per Federal Law No. 116-FZ dated 21.07. 1997, edition No. 45-FZ dated 09.05.2005 “On Industrial Safety of Hazardous facilities”;
- Certificates authorizing to perform the work related to hazardous industrial processes and facilities (as per Federal Law No. 148-FZ dated 22.07.1997 “On Amendment of the RF Town Planning Code and Some RF Legal Acts”;
- Certificates proving the certification of welding operations and welders.
- Certificate proving the certification of the lab construction;
- Certificate on registration of the electric lab.
- Absence of bankruptcy procedure initiated against the bidder;
- Absence of bidder’s arrears on taxes, collections and other mandatory payments to budgets of any levels or state non-budget funds for the previous calendar year, which amount exceeds 25% of the balance-sheet value of bidder’s assets based on accounting statements for the last completed reporting period.
