Open tender for overhaul and recoating of the CPC running trunk pipeline on segment 276-390 km including water crossings on segment 204-276 km in Kazakhstan in accordance with the regulatory requirements

| Purchase Description |
Goods/work/services to be purchased:
- Pipeline overhaul including recoating. This work shall be performed by the contractor in strict compliance with the design developed by the customer. The following scope of work shall be performed:
- Mobilization/demobilization of the repair spread
- Maintenance of temporary buildings and premises
- Maintenance of temporary roads
- Construction scope of pipeline overhaul and recoating, including:
- Preparation of the pipeline for the work (trench layout, installation of the construction equipment)
- Dismantling (refurbishment) of the protective structures where available
- Land planning and removal of the top soil
- Excavation of the trench, opening of the pipeline and digging under the pipeline
- Drain of water from the trench (on the water crossings)
- 100% flaw detection of the weld seams
- Removal of the old coating from the pipeline (hydrocleaning – closed cycle with recycling of water without discharging it to the trench)
- Pipeline sandblasting prior to application of coating
- Visual inspection of the pipeline, location of the defects, inspection of the defects nd establishment of the repair methods
- Repair of defects found by visual inspection using methods established by RD 153-39.4-067-00 (sleeves P-2 and P-3 to be furnished by the contractor; sleeves P-1 to be furnished by customer)
- Defect repair quality control
- Application of corrosion proof coating BIKAZ based. The coating materials are to be furnished by the contractor
- Coating quality control
- Tamping and backfilling of the trench
- Maintenance of the pipeline access roads during the repair
- Reclamation and return of the land to the owners
- Contingency scopes
The work shall be performed on the running pipeline 1000 mm. The duration of work requiring reduction of pressure for welding as well as mechanical application of coating shall not exceed 10 hours per shift. The work shall be performed in the daylight. He contractor shall on the daily basis agree the scopes requiring pressure reduction with the customer. With that said depending on the pipeline transportation schedule CPC reserves the right to stop the work at any time when this work can reduce pipeline transportation volumes. The contractor shall factor this in his estimate of the work duration.
In 2010 this work shall cover 44 km (segment 276-320 km); the work shall be performed during three months when the weather is warm. The tentative commencement time: Mau-June. For this it is planned to use four spreads working concurrently. CPC does not rule out use of several contractors for this project.

| Key Bidder Selection Criteria |
Potential bidders must meet the following key requirements:
The main prequalification criteria are:
- availability of all the necessary licenses and permits;
- appropriate equipment of each spread (see Exhibit No.1);
- documentary proved work experience of oil pipeline major repairs with recoating on a big-diameter operating trunk oil pipeline in the last 3 years with a total work scope of at least USD 20 million;
- Good financial standing;
- Due diligence check performed by CPC security department;
- documentarily proved sufficient numbers of qualified technical and work personnel to operate the above equipment;
- documental confirmation of ability to supply coating materials and repair structures;
- positive previous experience; with CPC or with other major oil companies (documentarily proven).
The bidders who failed to meet the above requirements will not be allowed for the bidding.
