On 13 October Caspian Pipeline Consortium will celebrate the 15th anniversary of the first oil tanker loading. Since the beginning of its operations, the CPC pipeline system has delivered millions of tons of crude oil to the world markets. Each region hosting the Consortium facilities has been keeping all that time its own statistics – advantages of CPC partnership.
The Astrakhan Region and the Consortium have time-proved strong bonds. Throughout such cooperation, social projects over half a billion rubles have been implemented in the region. The total amount of CPC construction investments under the Expansion Project within the region has reached 21.2 billion rubles. In 2015,
the Company remitted to the regional budget 182.6 million rubles of taxes, over five months of 2016 - already 103.7 million.
Next year, with the commissioning of two oil pump stations in the Krasnoyarsky and Narimanovsky Districts tax amounts will increase significantly, including personal income tax. Mostly Astrakhan residents will service the new facilities. Good labor conditions will be created for them, they will be trained and, most important provided with decent salary. Thus, a synergy effect will be achieved: family income will be more stable and family spending will be higher, making the regional economy stronger.
Major investments in the regional economy along with high safety and environmental standards are deemed by CPC General Director Nikolay Gorban to be compulsory components of a good corporate citizen. The Consortium is also distinguished for its multiyear loyalty to charity aid programs for the regions.
- We have set a task of being a good corporate citizen in the regions of our presence. At that, jointly with the Shareholders we have introduced special rules and restrictions for charity programs, - stresses Nikolay Gorban. – Our tenets are as follows: we help public health, education, sports, mass sports at that, and not professional. We do not help authorities, law enforcement, political parties and religious organizations. Concrete addresses of good deeds the Company agrees with the local authorities. So, this year CPC is making its contribution to the solution of kindergarten queues by funding construction of three children institutions at once: in the Krasnoyarsky and Narimanovsky Districts and Kharabali town.
The Head of the Narimanovsky District Nurlan Kandykov is clearly excited when speaking about the forthcoming kindergarten construction in Starokucherganovka village. Presently, they have most of non-provided kids there. Of course, the Head is happy that the problem will be resolved. The district authorities have a multiyear experience of partnership with CPC in social projects. In the same Starokucherganovka village the Company financed last year the construction of a physical culture/recreation complex for a school. The District Head knows: every ruble, every project and finance document will be under control. Control is exercised not only at the stage of contractor selection. Upon completion of each project, CPC checks the use of procured equipment, the operation of social facilities built and delivered to the districts. In particular, they may not be used for commercial purposes, rented out or sold.
- When we start the next social project, be it construction of a kindergarten or procurement of school buses, all know that the result will be for the people to acquire modern facilities and vehicles meeting all required standards, - says CPC Deputy General Director for Russian Federation Government Relations Mikhail Grishankov. – Please note that high standards cover all parameters. Services providers for the region doing business with CPC undergo strict screening to ensure hundred percent compliance of the result with the project.
A vivid example of the Consortium setting a high charity level is the currently implemented project of procuring a state-of-the-art computer tomograph for the regional children clinical hospital.
- The tomograph we have in operation since 2008 is 16-slice. It yields little information for diagnostics and surgery, which we, after obtaining a high-tech medical license, now do, including on the newborns. The tomograph CPC is going to donate has the highest resolution, capable of making 64 slices – says Artashes Simonyan, Chief Executive of the Astrakhan Regional Children Clinical Hospital named after N.N. Silischeva.
The relations between the Astrakhan Region and CPC continue to develop. The capacity of the oil pipeline system expands, the construction of the Company new process facilities nears completion, tax deductions to the local budget increase. The Consortium remains true to the good traditions, implementing new social projects for the benefit of the regional population.
