CPC guarantees efficient and environmentally safe movement of crude oil

CPC is the Winner of the All-Russian “Health and Safety- 2017” Competition

During the annual All-Russian Health and Safety Week in Sochi the results of the All-Russian competition "Health and Safety-2017” for the best solution providing for safe working conditions were announced. Caspian Pipeline Consortium received the first prize in the nomination "Methodology for monitoring and assurance of safe working conditions” for its innovative project “The Concept of Corporate Safety Culture Development”.
Furthermore, the CPC press conference dedicated to safety awareness based on the international consortium’s experience was held as part of the All-Russian Health and Safety Week. CPC General Director Nikolay Gorban, HSE Consultant Richard Vincent and General Manager, Engineering, Igor Lisin participated in this event.
As discussed at the conference, due to the symbiosis of international technologies, work and safety approaches CPC experience may be deemed one of the best HSE practices - safety awareness of each employee. 
In his speech, Nikolay Gorban pointed out that one of CPC priorities is strict compliance with regulatory requirements in the course of operation and construction of its facilities.
“This was most clearly demonstrated during the large-scale Expansion Project increasing the CPC pipeline system throughput from 28 to 67 million tons of crude oil per year, which was completed in 2017.  CPC CEO said, “Before the construction CPC Management Team and Shareholders set the task of making this project one of the safest in Russia, and this objective was successfully achieved”.
It should be noted that during the peak period more than 8,000 employees and about 1,000 vehicles and construction equipment were working at construction sites. Total project man-hours exceeded 100 million, while the average injury rate was at 0.2 per 1 MM man-hours. The total mileage exceeded 130 million kilometers with the average accident rate of 0.3 MVA per 1 MM km driven and without any major MVA.
In addition, CPC General Director Nikolay Gorban told about successful implementation of Corporate Safety Culture and Incident and Injury Free programs during Expansion Program targeted to enhance personal safety awareness of Expansion Project participants and to engage all staff in building safe working environment in CPC.
“Do the work safely, or do not do it at all!”- this rule was brought to the attention of every Expansion Project participant to follow it. About 60 tools, including, 12+1 safety rules, internships for new hires, on-job mentorship, occupational health days, and unsafe conditions monitoring cards, were developed. Work Stop Authority was one of the most important initiatives. Today each employee is aware that no disciplinary actions will be applied to him/her should he/she refuse to work in unsafe conditions or use Work Stop Authority; moreover, he/she will be rewarded in this case,” noted CPC General Director Nikolay Gorban.
Promotion of corporate safety culture during Expansion Project proved to be efficient - workers themselves registered and prevented more than 100,000 unsafe actions and conditions (according to unsafe working conditions monitoring cards).
Upon completion of Expansion Project in 2017, CPC continued evolving its practices targeted to assure zero injury rate.
In 2017, our remotest subdivision Eastern Region in Kazakhstan had 18 million man-hours worked without injuries. Western Region - 15 million man-hours. Last year CPC on the whole had no any serious lost time injury”, said Nikolay Gorban.
In response to journalist questions about international experience used by CPC, HSE Consultant Richard Vincent informed that CPC not only strictly complies with the legislation of Russia and Kazakhstan, implements all practices but also borrows the expertise of all CPC shareholders.
“We have good relations within the consortium and access to procedures of other CPC shareholders. We select only the best from their expertise and follow it in CPC”, he said.

The CPC pipeline system is one of the largest investment projects with foreign capital in the energy sector in the CIS. The length of Tengiz-Novorossiysk pipeline is 1,511 km; more than two thirds of all export crude oil from Kazakhstan and crude oil from the Russian fields, including those in the Caspian Region, are transported by this route. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore, also amid poor weather conditions.
