CPC guarantees efficient and environmentally safe movement of crude oil

Comprehensive drills of CPC-R and MChS Regional Subdivisions in Stavropol Krai

Comprehensive joint drill (CJD) of Caspian Pipeline Consortium Western Region and Stavropol Krai Division of Russia MChs was conducted on September 12, 2019 in Trunovsky District of Stavropol Krai. The event involved around 150 specialists and almost 50 vehicles, including a helicopter.
According to the drill scenario, CPC supervisory control and data acquisition system (SCADA) detected a continuous pressure drop at the section of CPC crude pipeline near the Yegorlyk river underwater passage. Dispatcher in Operations Control Center (Novorossiysk) conventionally stopped the pumping process, and isolated the “emergency” segment by shutting the ball valves. CPC mobile security patrol that moved out to site found a simulated oil spill resulting from an illegal tap at pipeline KP 1135, and “ignition and hydrocarbons spill into the river space”. Notification was sent to CPC and its Contractors Emergency Response resources. Per the established communication procedure, the information on the simulated emergency was sent to Duty Officer of the Main Dept. of EMERCOM for Stavropol krai, to krai and district administrations, to regulatory authorities and internal affairs agencies.
The participants drilled the oil spill response actions, including installation of temporary tanks and booms, collection of oil from the surface water surface by the skimmers, manual and mechanical collection of contaminated soil, and use of pack sets for absorbent spraying.  The response teams tried the methods of pipeline integrity recovery simulating oil pumping back into the pipeline; lab specialists performed soil sampling and express testing for the presence oil and oil products.
At the same time, MCHs representatives conducted simulated fire extinguishing; Stavropol krai Directorate of Internal Affairs exercised simulated detention of criminals. In the course of the drill there was checked interaction between the participants during evacuation and provision of medical aid. 
The observers believe that the goals and objectives of the drill were achieved in full. Based on the results of the conducted activities, the representatives of the regulatory bodies stated that the existing CPC emergency response system guarantees the implementation of set tasks. CPC and its Contractors resources suffice and meet the existing OSR plan, and their mobilization time meets regulations.

CPC Pipeline System is one of the major investment projects in energy sector with participation of foreign capital in the CIS. The length of the Tengiz–Novorossiysk Pipeline is 1,511 km; it transports over two thirds of all Kazakhstan export crude, as well as crude from Russian oil fields, including the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore, also amid poor weather conditions.
