Nikolay Gorban, CPC General Director, and Igor Babushkin, Astrakhan Region Governor, had a working meeting at the Astrakhan Region administration office on 12 November 2020.
The parties discussed the Consortium’s business plans and the international company’s charity program in the region in 2021.
Currently, CPC is making ready for the active phase of the Debottlenecking Program (DBN) to increase the throughput capacity of the Tengiz-Novorossiysk oil pipeline to around 80 million tons per annum.
Astrakhan pump station is one of major DBN facilities. It will get a new main pump house built complete with new pump units, an indoor switchgear, a transformer substation package, a foam generator unit, and mud strainers.
It was highlighted that Caspian Pipeline Consortium had been one of the strategic partners of the region for 20 years, taking an active part not only in developing the oil & gas industry, but also addressing many social projects in the region. CPC is a major tax payer. A total of 3.2+ billion rubles were transferred to the Astrakhan Region budget in 2019. About the same targets are going to be achieved by the end of this year.
The consortium has paid 114.5 million rubles for charity purposes in 2020, with a focus on the health sector CPC has allocated 22.5 million rubles to support in view of the current epidemiological situation. The funds were used to purchase six artificial lung units and 4,500 protective medical suits. It should be mentioned that CPC delivered another 17 artificial lung units to health institutions earlier in 2018-2019.
CPC General Director Nikolay Gorban informed Governor Igor Babushkin that CPC would maintain the scope of its charity program in 2021 on a level comparable with the current year, in spite of the decline in the world economy, including the oil and gas sector.

The CPC Pipeline System is one of CIS largest energy investment projects that involves foreign capital. The length of the Tengiz – Novorossiysk pipeline is 1,511 km; this route moves over two thirds of all Kazakhstan export oil along with crude from Russian fields including those in the Caspian region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore, also amid poor weather conditions.
