Bidding Terms and Conditions

All legal entities and sole traders that meet Tender Notice (hereinafter the “Notice”) requirements are invited to bid.
CPC conducts open tenders in two-stage and single-stage formats (to be advised thereof in the Notice).
Tenders can be conducted with or without prior bidders’ authorization. In the event a tender is conducted with prior authorization (to be advised thereof in the Notice), to get an access to the documents of the Request for Proposal a letter and confidentiality agreement should be sent to the emal address of the CPC Contact person indicated in the Notice and to CPC Tender Board Secretary (the letter and confidentiality agreement templates will in this case be provided in the Notice).
If a tender is conducted without prior authorization, then all necessary information and documents for preparation of a pre-qualification request and tender proposal are provided in the Notice.
Open Two-Stage Tender Procedure:
Type 1 - a pre-qualification request is submitted at the first stage, and a packet with a tender proposal (technical and commercial parts) are submitted at the second stage. Bidders will be invited to the second stage (based on the results of the pre-qualification evaluation).
Type 2 - a pre-qualification request and a technical part of the bid are submitted at the first stage, and a commercial part of the bid is submitted at the second stage. The Bidders will be invited to the second stage (based on the pre-qualification and bid technical part evaluation).
Information on the type of the two-stage tender is provided in the Notice.
Open Single-Stage Tender Procedure:
A pre-qualification request and tender proposal (technical and commercial parts) are submitted simultaneously as a single document package.
All tender details and Instruction to Bidders are provided in the Notice.
Tenders conducted by CPC are not tenders/auctions as per Articles 447-449 or public tenders as per Articles 1057-1061, Section II, of the RF Civil Code and do not make CPC liable in accordance with the above articles of the Civil Code of the Russian Federation.
Tenders conducted by CPC are not tenders/auctions as per Articles 910-916 of the RoK Civil Code and do not make CPC liable in accordance with the above articles of the Civil Code of the Republic of Kazakhstan.
CPC may elect not to conduct the tender any time without providing any reason or terminate the tender without contract award any time. In this case, CPC shall not be liable to bidders or third parties and reimburse bidders for the costs incurred in connection with the tender. 
PLEASE NOTE:
Entities/individuals that submitted false information about themselves, their experience and financial condition or offended the CPC Code of Business Conduct will be disqualified and put on the list of unreliable vendors. Such companies will be banned from participating in all tenders conducted by Caspian Pipeline Consortium.
