Caspian Pipeline Consortium Loaded Its 800th Tanker

CPC plans to complete the expansion before the schedule, by the year 2008. The expansion up to 67 mln tons will generate annually over $1.5 billion in tariff revenue, said CPC General Director Ian MacDonald in his presentation at KIOGE in Almaty (Kazakhstan).

CPC has transported over 40 million tons of oil through its pipeline system since the beginning of operations in October 2001. Presently, CPC is shipping about 2 million tons a month (equivalent to over 500,000 bopd) – all of this originating from Kazakhstan.

CPC has signed a contract with a team of contractors that will conduct front-end engineering and design for the expansion of the CPC pipeline system, that runs from the Tengiz oilfield in Kazakhstan to Yuzhnaya Ozereevka at the Russian coast of the Black Sea. This work, expected to be completed by December 2004, will provide CPC and its shareholders with the information required to determine the size, timing and design features of an Expansion. The contracting group comprises Gulf Interstate Engineering (GIE) of Houston, the Kazakh Institute of Oil and Gas (KING) based in Astana, Kazakhstan, Giprovostokneft of Samara, Russia and John Brown E&C of UK.

The first tanker loaded with crude from the Karachaganak field in Kazakhstan, transported via the Caspian Pipeline Consortium pipeline, was shipped from the CPC terminal in Yuzhnaya Ozereika near Novorossiisk in the early hours of June 10.

CPC started pumping oil from the giant Karachaganak field in Western Kazakhstan. The shipper Karachaganak Petroleum Operating B.V. is affiliated with several CPC shareholders and supplies crude hydrocarbons using their access rights in CPC. With the arrival of Karachaganak oil into the pipeline, CPC is at its initial capacity so far as oil originating in Kazakhstan is concerned.

CPC reached thirty million tons of crude oil delivered to world markets through its pipeline system from the Tengiz oil field in Kazakhstan to the Marine Terminal near Novorossiysk.

CPC and the state investment company KalmTEK have signed an oil transportation agreement that exercises Russian Federation access rights to CPC. KalmTEK will ship Russian origin crude.

CPC started pumping oil for a new shipper - LITASCO. This company transports oil using the LUKARCO B.V. access rights to CPC. The oil is produced by ZAO Turgaipetroleum in Western Kazakhstan fields.

CPC and the state investment company KalmTEK today reached agreement that will provide for the first shipment of crude oil, extracted from Russian deposits, through the CPC network. This agreement exercises the Russian Federation access rights to CPC.

CPC and OOO CNPC- Aktobemunaigaz signed an oil transportation agreement and have begun shipping oil. Under the agreement, OOO CNPC-Aktobemunaigaz transports crude from the Aktubinsk region, using the Republic of Kazakhstan's access rights in CPC.

The pipeline system of the CPC was granted full commercial operational status on 28th April, 2003 when the last Acts of Acceptance of the Russian Federation and Republic of Kazakhstan State Acceptance Commissions were signed, verifying that CPC facilities had met all requirements for construction, safety and environmental protection. Thus the Initial Construction Phase of the CPC project has been formally completed.

CPC and TOO Kazakhoil-Aktobe signed an oil transportation agreement. Under the agreement, TOO Kazakhoil-Aktobe will transport crude from Alibekmola and Martyshi fields, using the access rights of a CPC shareholder Kazakhstan Pipeline Ventures LLC.

CPC and TOO Trading House of KazMunaiGaz (a subsidiary of the National Oil and Gas Company of Kazakhstan, KazMunaiGaz) signed an oil transportation agreement. TOO Trading House of KazMunaiGaz will transport crude oil, produced by OAO Embamunaigaz (another subsidiary of KazMunaiGaz), using the Republic of Kazakhstan's access rights in CPC.

CPC loaded the first tanker with crude oil belonging to JV TOO Arman, an affiliate shipper of CPC shareholder Oryx Caspian Pipeline LLC and signed a third transportation agreement with Karachaganak Petroleum Operating B.V., who is an affiliated shipper of several CPC shareholders and will supply crude hydrocarbons from the Karachaganak field near Aksai, Kazakhstan. With this shipment real payments through the CPC Quality Bank have begun.

The Kazakhstan-U.S. joint venture Arman became the second shipper after Tengizchevroil to export its oil through the Caspian Pipeline Consortium (CPC) to Novorossiisk. Arman, in which the Kerr-McGee Group of Companies (U.S.) is a shareholder, is delivering oil through the CPC pipeline against the shipping rights of one of CPC's shareholders - Oryx Caspian Pipeline LLC (an affiliate of the Kerr-McGee Group of Companies).

The Caspian Pipeline Consortium (CPC-R) obtained its operating license to conduct all loading-unloading activities in CPC's Marine Terminal located near Novorossiyissk from the RF Ministry of Transportation. The license, renewable every five years, was granted without any limitations of operations.

A scheduled rotation of the top CPC management took place. In compliance with the CPC Shareholders Agreement ChevronTexaco nominates candidates for the post of the CPC General Director in the following four-year term while LUKOIL nominates candidates for the post of the First Deputy. Ian R. MacDonald, President of Chevron Neftegas Inc., was appointed the new CPC General Director, Sergei Gnatchenko his First Deputy.

A ceremony to celebrate the opening of a new oil export route from the Caspian Region was held at the Marine Terminal. In attendance were representatives of the CPC's government-shareholders, including Kazakhstan Deputy Prime-Minister and Minister of Energy and Mineral Resources Vladimir Shkolnik, RF 1st Deputy Minister of Energy Ivan Matlashov and Sultanate of Oman Minister of National Economy Ahmed Macki, by representatives of company-shareholders of the consortium, including LUKOIL President Vagit Alekperov and ChevronTexaco Chairman David O'Reilly. Also in attendance were delegations from the local regions through which the CPC pipeline runs - Kazakhstan's Atyrauskaya Oblast, RF Astrakhan Oblast, Republic of Kalmykiya, Stavropol and Krasnodar Krais, as well as representatives of the diplomatic corps and heads of subcontractor companies.

The CPC conducted a large-scale Emergency Response Drill at the new Marine Terminal. The drill was held to demonstrate CPC's ability to effectively respond to offshore oil spills. It was organized in cooperation with the Russian Ministry of Transport to meet requirements for the facility to transition into full operational status. To create realistic conditions, CPC simulated all steps that it would follow in the event of a real spill. This included emergency shut down of loading operations, activation of emergency response team, and full deployment of the emergency response vessels and equipment. Official observers in attendance at the drill included representatives of the Russian State Marine Rescue Service, Marine administration of the port of Novorossiysk, Ministry of Natural Resources, and other controlling organizations.

A shareholder meeting of the CPC was held in Moscow. The shareholders approved the Transportation Agreement, which was the key document defining the norms of CPC pipeline overall operation and covering such issues as the Quality Bank, capacity allowances, commercial terms, etc.

The construction of the CPC oil pipeline has achieved over 5 million man-hours without an accident. CPC has developed a Safety Program called "Safety Plus" in cooperation with each major contractor. The submarine section of the pipeline of the Marine Terminal was completed. The pipeline was laid by Strastroi from a special vessel, a marine pipe layer, which arrived from the Gulf of Mexico.

The new office of CPC Eastern region opened in Atyrau. The office, designed by the Atyrau Zuba Company, was constructed by the local Kazakhstani company Bisat. At the opening ceremony, CPC General Director Viktor Fedotov said that CPC-K, previously registered in Almaty, was re-registered in Atyrau.

CPC signed a $50 million agreement with Smit-Octo-Luktrans Limited for offshore operations and maintenance. The duration of the agreement is 7 years. This is the first of a series of major contracts that CPC has planned for long-term support for its future operations.

Today CPC signed a $3 mln contract to provide 59 fire trucks for Russian Regional Fire Service Departments along the pipeline route. Recipients of the trucks - four regional fire service departments and the Main Department of the State Fire Service, which coordinates interaction of regional departments and defines general principles of fire safety of the CPC pipeline system, and CPC, who is financing this purchase order. The trucks are supplied by OAO Uralsky Zavod Pozharnoi Tekhniki (Ural Plant of Fire Trucks) (Miass, Chelyabinsky region).

Regional political leaders were briefed on the pipeline by CPC executives in Novorossiysk. The meeting's participants were Krasnodar Krai Governor Nikolay Kondratenko, Stavropol Krai Governor Alexander Chernogorov, Astrakhan Oblast Governor Anatoly Guzhvin, Kalmykia President Kirsan Ilyumzhinov, RF Energy Minister Alexander Gavrin, CPC General Director Viktor Fedotov and his deputies Fred Nelson and Anatoly Shatalov. The guests visited construction sites of oil tanks and onshore facilities of the oil terminal and discussed the progress of pipeline construction with CPC management.

CPC signed an $8 million contract with Honeywell, USA, to supply and install an integrated security system for the CPC operational facilities. The system will protect the pipeline from acts of terrorism, oil and equipment pilfering.

A roundtable discussion "CPC and Landscape Protection" was held in Krasnodar. Participants of the roundtable included representatives of CPC and 22 public environmental associations and organizations from Krasnodar, Novorossiysk and Anapa, Krai Administration, State Committee for Ecology of Kuban, directorates for forest reserves of the krai and other interested organizations. The roundtable became the starting point for developing a model of co-operation between large consumers of natural resources and public organizations of the Krasnodar Krai.

A $45 million contract was signed in Almaty (Kazakhstan) with Tekfen Construction and Installation Co., Inc. (Turkey) to upgrade the Kazakh section of the Tengiz-Novorossiysk oil pipeline system. The contract envisages construction of a new oil pumping station in Atyrau, upgrading and expanding the existing station in Tengiz, as well as refurbishment of existing CPC line pipe and high voltage (10Kv) electric power lines from Tengiz to Russian-Kazakh boarder. By signing this contract, CPC concluded yet another important stage - the tender process to identify construction contractors.

CPC and Volzhsky Pipe Mill announced the final factory delivery of pipe to be used for construction of CPC's oil pipeline from Tengiz (Kazakhstan) to Novorossyisk (Southern Russia). Altogether, Volzhsky produced 43,865 spiral-welded 40" joints of pipe for CPC.

CPC signed contracts with RAO "Rosneftegazstroi" (Russia) and MAN GHH Oil&Gas GmbH (Germany) to construct and to refurbish pump stations (PS) for the Russian part of the pipeline system from Tengiz to Novorossiysk. The combined amount of the contracts is about $80 mln.

RF Prime Minister Vladimir Putin met with the directors of the major CPC shareholder companies Vagit Alekperov, President of LUKoil Company, and Richard Matzke, Director of Chevron Corporation and the President of Chevron Overseas Petroleum Inc. The meeting was devoted to the progress achieved in constructing the Tengiz-Novorossiysk pipeline system. Prime Minister Putin expressed his satisfaction with the progress already made and assured meeting participants that the Russian Government will provide all possible support for the project. He underscored that the CPC project is of great importance to Russia both from the economic and geopolitical points of view.

A ribbon-cutting ceremony was held in the Krasnodar Krai in Southern Russia to commemorate the laying of CPC's first line pipes. At the same time, pipelaying began in the Stavropol Krai.

TeleRoss, a pan-Russian voice and data operator, has begun installation of a project telecommunications network for CPC. The contract, signed at the end of May 1999 with a total value of almost 2.5 MM USD, is for the creation of a satellite-based overlay network that interconnects all of CPC's construction sites and offices. The network will be used over the 2 year pipeline construction period and will include cities such as Moscow, Samara, Krasnodar, Novorossiysk, Atyrau and remote camp sites (18 sites overall).

AO Leasingstroimash, a Starstroi Consortium subcontractor, started excavation on the sites of the shore facilities and tank farm of the Marine Terminal. A total of 2,200,00 cub.m of the rock is expected to be excavated.

The Caspian Pipeline Consortium awarded Siemens a $54 million contract to install the entire telecommunications infrastructure - Telecommunications Backbone System - for the pipeline system. CPC's order is divided into four separate contracts, two for Russia and two for Kazakhstan. The contracts for high-tech equipment for Russia and Kazakhstan will be executed by Siemens AG. The equipment installation and adjustment contracts will be carried out by Russian and Kazakhstani subsidiaries - OOO Siemens (in Russia) and TOO Siemens (in Kazakhstan), which will involve numerous Russian and Kazakhstani subcontractors, respectively.

CPC signed a $270 million contract with the Russian/French consortium Starstroi to refurbish the existing trunk pipeline section from the Russia/ Kazakhstan border to Komsomolskaya and to install a new pipeline from Komsomolskaya to the marine terminal tank farm near Novorossiysk. The Starstroi Consortium includes Kubanneftegastroi (Krasnodar), Stavropoltruboprovodstroi (Stravropol), Bouygues Offshore (Paris) and Spie Capag (Paris). It will employ a number of leading Russian design institutes and construction companies as subcontractors.

CPC signed a $36 million contract with Chicago Bridge & Iron Company N.V. (CB&I) and ZAO Koksokhimmontazh Trust for the construction of four crude oil storage tanks at the marine terminal.

CPC signed a $360 million contract with the French/Russian consortium Starstroi to build the marine terminal of the pipeline system. The consortium includes Bouygues Offshore, Kubanneftegastroi (Krasnodar), and Stavropoltruboprovodstroi (Stavropol). The single point moorings (loading buoys) will be supplied by the company Single Buoy Moorings Inc. of Switzerland (SBM). The contract with SBM for the supply of two complete buoy systems was executed on March 12th.

CPC completed execution of all necessary documents for allocation of land plots for the entire new construction in Russia. CPC also proceeded with compensation for land use under the laws of the Russian Federation.

CPC signed a $86.6 MM contract with Volzhsky Pipe Mill for the manufacturing of 1,016 mm spiral welded pipes for the construction of the pipeline segment between Komsomolskaya and Novorossiisk.

CPC signed a $69 MM contract with ILVA of Italy for 1,067 mm and 1,422 mm pipe. ILVA will make deliveries between April and December 1999.

CPC held a ceremony to mark the completion of preparations for and commencement of practical implementation of the Project. The event at which new construction startup documents were signed was attended by Yuri Maslukov, First Deputy Prime Minister of the Russian Federation, Nurlan Balgimbaev, Prime Minister of the Republic of Kazakstan, CPC Shareholders and Management headed by General Director Victor Fedotov.

Expert authorities in the Republic of Kazakhstan have given their approval to the CPC Modernization Feasibility Study (project). The document outlines the modernization plans for the existing 452-kilometer pipeline, which runs from the Tengiz oil field to the Russian border.

The CPC shareholder quarterly meeting took place in Moscow. The shareholders approved the CPC first stage construction cost estimate and schedule. The approved cost estimate amounts to $2.236 billion that is only 6.5% above the initial figure shown in the TEO for Investment.

Viktor Fedotov, General Director, CPC, and Fred Nelson, Deputy General Director, CPC, visited CPC facilities in Kazakhstan. During this trip they discussed the TEOC approval process and the reconstruction of CPC's active pipelines in Kazakhstan. The members of the CPC delegation, together with the leadership of Tengizshevroil, regional administration and CPC-K, visited the Tengiz oil field and reviewed the annual schedule for increasing oil production and transportation through the CPC pipeline, and the corresponding timeline for making CPC facilities operational. All parties agreed to resolutions in all issues.

The First Frame Agreement to organize the Caspian Pipeline Consortium was signed by the Republic of Kazakhstan and the Sultanate of Oman.  The Russian Federation joined the agreement a month later.
