Award for CPC Terminal

October 25, 2006

Caspian Pipeline Consortium Marine Terminal became a laureate of the Oil Terminal – 2006 First International Awards in the nomination of «The Best Technologies and Equipment».

Oil Terminal – 2006 First International Awards ceremony took place on October 20, 2006 in Moscow.

Lukoil, Vitol, Belneftekhim Baltic, Rotterdam, Marseilles and Antwerp port authorities, Administration of Krasnodar Krai (RF), Petroleum Argus, PricewaterhouseCoopers, Channoil Consultancy, Petromarket, TankBank, the Federal Agency for Sea and River Transport, Rosmorport, Rostekhnadzor, Rostransnadzor, LenmorNIIProekt, PortWorld, MultiPort and CBI Engineering representatives were on the Awards Jury. The Experts Board assessed operations of the best oil terminals of Russia, the CIS, Eastern and Western Europe.

The review and selection process lasted for more than six months. Careful examination of the contenders revealed that Caspian Pipeline Consortium (CPC) Marine Terminal boasts the highest degree of mechanization, employs advanced automated control systems of oil and petroleum products loading, as well as measurement, metering, and loading.

The entire CPC Marine Terminal is controlled and monitored using SCADA (a modern system of control and data acquisition) based at the Marine Terminal and operated by two dispatchers, one for the incoming pipeline, and the second for the Marine Terminal. SCADA gathers data over 56,000 data points every few seconds for analysis by the Marine Terminal specialists. The information is communicated via a dedicated CPC-owned fiber optic cable, which, if laid end to end, would go around the equator 1.3 times. Data communication system is quadruple-redundant, which ensures a better than 99.999% availability. Crude is loaded on tankers via modern custody transfer meters that allow automatic electronic transfer of all details of the load to an electronic customer management system. All shipment parameters (pressure, loading rates, electrical loads) are controlled by the dispatcher. Modern telecommunications, radio, and information technology systems connect the Marine Terminal to the CPC pipeline and regional offices.

All Marine Terminal facilities are equipped with a cathodic protection (CP) system, which is continually monitored by SCADA. If any parameter is outside the set points, alarms are sound and the section of line is inspected to find the cause of the alarm.

During 5 years of operation, 100+ Million tons of oil have been transported without a single spill.

The experts noted that the CPC Terminal brings this type of operation on a new technological level.
