Born in Lukhovitsy, Moscow Region on June 23, 1970.
In 1997, he graduated from the Donbass State Academy of Construction and Architecture majoring in Industrial and Civil Engineering. In 2001, he graduated from the Tyumen Oil & Gas University majoring in Design, Construction and Operation of Gas/Oil Pipelines and Gas/Oil Storage Facilities. Candidate of Science, Engineering.
Starting his working career as a foreman in a construction division, he has risen to a chief executive officer in the oil product and oil transport industry.
April 2012 - June 2016 – First Vice President, President of Transnefteproduct.
Since 25 June 2016 – General Director of Caspian Pipeline Consortium.
Awarded the Order of Dostyk (Friendship) Grade 1 and 2 Kazakhstan state decoration, a 120 Years of Kazakhstani Crude Oil anniversary medal, a Medal of the Order for Merit for the Astrakhan Region, a Letter of Award by the Russian Federation Energy Ministry, a Letter of Award by the Astrakhan Region Governor, a Letter of Appreciation by the Head of the Republic of Kalmykia, a Letter of Award by the Krasnodar Krai Fuel & Energy Industry Department, Letters of Award by Transneft and Chernomortransneft, he holds the honorary title of Honorary Oilman, the titles of Honorary Citizen of Kalmykia and Labor Veteran.
