Main Provisions Of The CPC-R JSC HSE PolicyJoint Stock Company “Caspian Pipeline Consortium-R” (hereinafter - “CPC-R”, “the Company"), while performing oil transportation, places the highest priority on the health and safety of its workforce and Contractor’s employees, as well as local communities living in the Company facility locations, environmental protection and protection of the Company assets.
The Company recognizes the nature and scale of its operations impact, understands its responsibility and sets a strategic objective of achieving a zero-injury rate and ensuring an incident-free performance, safe working conditions for the Company employees, wherein the impact of harmful or hazardous production factors on the employees is excluded or such impact level does not exceed the set limits, as well as prevention of deaths, injuries, health deterioration caused by road and other accidents at the Company facilities related to operation of motor and special vehicles.
The Company recognizes its responsibility for preserving favorable environment for future generations and identifies its operation priorities as rational use of natural resources when doing business, preservation of ecosystems and biodiversity, minimization of pollution and production waste.
The Company declares that a dialog with employees and contractors, including their active and responsible involvement in tackling the road safety issues, is a mandatory condition for an uninterrupted and accident-free operation of motor and special vehicles to fulfill the production tasks.
In order to implement the above top priorities the Company sets the following strategic objectives:
- Provision of Management leadership, improvement of Safety and Environment Culture in the Company and society, fostering of caring attitude towards nature, rational use of natural resources through cultivation of environment-friendly views among the Company employees and contractors;
- Reduction of the risk of medical-type emergencies at the Company facilities, including those related to the impact of external factors, such as pandemics and health condition of both Company’s and Contractor’s employees;
- Identification and elimination of hazards, assessment and reduction of risks of work-related injuries and occupational diseases, environmental risks, risks of equipment integrity and reliability deterioration;
- Enhancement of HSE and road traffic safety competence level of all Company employees and contractors;
- Improvement of the contractor HSE management system;
- Application of the motivation and responsibility system within the Company and contractors;
- Automation and integration of the Company HSE business processes;
- Enhancement of environmental safety of the Company operations;
Enhancement of emergency readiness and response level, provision of constant preparedness of manpower and resources of emergency rescue units, equipment and materials for prevention of threats of natural and man-made emergencies and their consequences. Upon achievement of the set strategic objectives, the Company undertakes to:
- comply with the HSE legislation of the Russian Federation, effective international standards and practices, CPC-R JSC internal procedures and guidelines;
- create conditions for employees of all levels to participate in ensuring the functioning and continuous improvement of the HSE Management System, to hold consultations with the Company employees and contractors;
- ensure continuous improvement of the HSE Management System.
The CPC-R Management recognizes the need to improve continuously the efficiency of the HSE Management System and follows the principles of its regular monitoring and analysis, assessment using proactive indicators, allocation of proper resources and is responsible for compliance with the Policy at all Company levels.
