Safety is the Basis and Priority of Expansion Project

A CPC Safety Day was held on 18 August 2016 in Astrakhan. The event was attended by CPC General Director Nikolay Gorban, First Deputy Minister for Industry, Transport and Natural Resources of the Astrakhan Region Rustam Khalitov, Chairman of the CPC-R Board of Directors, President of Chevron Neftegaz Inc. Andrew McGrahan, CPC top managers, representatives of the Consortium Shareholders, regional departments. Participants of safety competitions and contests were specialists of the CPC Operations Department and contractors involved in the Expansion Project implementation. 
Igor Lisin, Coordinator Pump Stations (RF) and his staff, as in the past years, were the chief organizers of the Safety Day.
This colorful and spectacular corporate festival has already become a good tradition in the Company, it is held for the fifth year in a row and is very popular among specialists. 
Safety knowledge and skills of specialists were demonstrated in a lively and witty form through exciting competitions and contests. The CPC employees and contractors have proved once again their excellent knowledge of the subject and that safe work performance is the main objective and task of all Expansion Project participants at all facilities.
Welcoming the event participants and guests, CPC General Director Nikolay Gorban underscored the Expansion Project focus on OHS compliance. He also noted that the Consortium was always committed to high safety standards and applied only the best world safety practices.
- The Consortium has maintained a high level of safety compliance for many years already, - said Nikolay Gorban. – We succeed in working without accidents, to a large extent, thanks to a responsible and diligent safety attitude by all, without exception, specialists involved in the Expansion Project. 
Nikolay Gorban wished all participating teams luck and positive emotions from the event.
In his address to the guests and participants of the Safety Day, First Deputy Minister for Industry, Transport and Natural Resources of the Astrakhan Region Rustam Khalitov noted that, unlike many other companies, CPC applied very strict environmental and industrial safety standards, fully meeting the world level.  He highly praised the CPC staff performance, saying that accident-free working environment was achieved by efforts and responsibility of each specialist.
- For the residents of the regions crossed by the CPC oil pipeline such approach of the Company is a guarantee of environment safety and conservation, - stressed Rustam Khalitov. He also thanked the CPC Management for a significant contribution to the development of the Astrakhan Region economy and a major support for the implementation of social projects and programs in the Region. 
CPC-R Board of Directors Chairman Andrew McGrahan, in his welcoming address said that the Management and the Shareholders were proud of the CPC indicators and that safety was always the first item on the agenda of every Shareholders and Board of Directors meeting.
- We see the enthusiasm you show towards the Incident and Injury Free Program. Today, when we are approaching the final stage of the Expansion Project implementation, we must pay still more attention to safety compliance. It is very important for us that each of you should go home after work at night safe and sound, - concluded Andrew McGrahan.
Seven teams took part in the competition program watched with interest by the Management and Shareholders – CPC Operations Department team and six teams from the Expansion Project contractors – ООО Transneftestroy,  ООО Velesstroy, ООО Stroyinnovatsiya, ООО Contact-S, CS&C group  (Control Systems and Communication),  ZАО Trust Koksokhimmontazh.
The competitions covered the following areas – fire/medical, environmental, resourcefulness and skills, knowledge of occupational health, industrial and traffic safety regulations. 
The participants could demonstrate their versatile talents in the amateur performance competition, where each team presented its prepared in advance act on the subject of on/off-the-job safety.
At the awards ceremony, the specialists, who had shown the best knowledge and performance, received prizes.
At the end of the Safety Day, General Director of the Consortium Nikolay Gorban thanked the event organizers and participants for a grand festival they had presented and assured all attendees that, upon completion of the Expansion Project, the Safety Day tradition would continue. He expressed hope that a list of the next Safety Day participants would expand to include foreign producer companies representing the Shareholders.

CPC pipeline system is one of the largest investment projects in the energy industry with participation of foreign capital on the CIS territory. The length of the pipeline connecting the oil fields in Western Kazakhstan with the Marine Terminal near Novorossiysk is 1,511 km. CPC Marine Terminal is equipped with single point moorings which allow for safe tanker lifting at a considerable distance from the shore, also when the weather conditions are unfavorable.
The Expansion Project includes rehabilitation of 5 existing and construction of 10 additional pump stations (2 in the Republic of Kazakhstan and 8 in the Russian Federation), six new storage tanks (100,000 cu.m each) in addition to the existing four near Novorossiysk and a third SPM at the CPC Marine Terminal, and also the replacement of an 88 km pipeline section in Kazakhstan with a larger diameter pipe. The total amount of the Project investments will be US$ 5.4 billion.
CPC Shareholders: Russian Federation (represented by Transneft – 24% and CPC Company – 7 %) – 31%; Republic of Kazakhstan (represented by KazMunayGaz  – 19% and Kazakhstan Pipeline Ventures LLC – 1.75%) – 20.75%; Chevron Caspian Pipeline Consortium Company - 15%, LUKARCO B.V. – 12.5%, Mobil Caspian Pipeline Company – 7.5%, Rosneft-Shell Caspian Ventures Limited – 7.5%, BG Overseas Holding Limited - 2%, Eni International N.A. N.V. - 2% и Oryx Caspian Pipeline LLC – 1.75%.
