On 29 June
2023, a fire tactical drill (FTD) was conducted at CPC Kropotkin PS in
Krasnodar Krai with involvement of specialists from EMERCOM of Russia,
Consortium and Contractors.In the course
of two-stage fire tactical drill at Kropotkin PS, actions were practiced to
contain and eliminate a simulated oil spill and its consequences at the
pipeline segment and to extinguish a simulated fire of III level of complexity
of a 50 thousand cu. m tank. Forty-two CPC and Contractors’ specialists, 61 EMERCOM
of Russia employees and 19 units of equipment were engaged in the drill.
According to the scenario of the first stage of the drill, as a result of loss
of equipment integrity 20 cu. m of oil escaped at the booster pumps site with a
spill outside the site (20 sq. m). The staff of CPC and Contractors (STARSTROI
PERU, Nachin LLC, Kuban Fire Service, Medis) demonstrated coordinated actions
in assisting the conditionally injured, preventing the threat of an oil fire,
and collecting and disposing of contaminated waste and soil. In the course of
the said stage, PS staff demonstrated their skills to operate ongoing
environmental monitoring station equipment.
According to
the scenario of the second stage of the drill, as a result of external
influences, oil ignited in SVFRT-50000 on the entire surface area of the tank
(2,892 sq. m) when the automatic fire suppression system failed.
Joint actions
of subdivisions of the EMERCOM of Russia Main Department in Krasnodar Krai,
Kropotkin PS fire station and Kuban Fire Service were practiced with
extinguishing the fire, which increased to III level of complexity, with foam
attack using special equipment (including MINOTOR-4000 system) and cooling of
the neighboring reservoir.
In the course
of each stage of the drill, representatives of CPC, specialized subdivisions of
Contractors and EMERCOM of Russia Main Department in Krasnodar Krai also
practiced techniques and methods for the management of forces and means in emergencies,
prompt notification, coordination and practical skills in the use of
specialized equipment. All goals and tasks of the two-stage FTD were
successfully achieved.
CPC conducts
at least 10 large-scale oil spill response and fire extinguishing drills
annually. Large-scale exercises are conducted in CPC on a regular basis,
allowing to assess the readiness of CPC pipeline operation teams, Security and
dispatchers of the Consortium to emergencies.

length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route transports
over two-thirds of all Kazakhstan export crude, as well as crude from Russian
