Comprehensive Drill at CPC Marine Terminal

On February 27, 2019, unscheduled comprehensive drill was conducted in Novorossiysk for CPC Marine Terminal-based emergency response teams. Actions were drilled to contain and clean up a simulated oil spill within CPC operation zone, protect shore line and recover the process equipment, also with engagement of a diver group.
The drill was observed by: CPC Management Team consisting of CPC General Director Nikolay Gorban and Kenneth Yoss, First Deputy General Director, CPC Shareholder Companies’ representatives and representatives of governmental regulatory authorities, MCHS, RF Maritime Port Administration, etc.
Over 100 CPC and Contractors’ representatives participated in the practical drill, 26 fleet units were involved, compliance with norms for boom deployment offshore was checked, 1.8 km of booms were deployed in the sea and 4.7 km of booms were deployed to protect the shore line, oil offshore skimmers of various types and other specialized vehicles were mobilized.
As per the drill scenario, in the course of the lifting operation at the Single Point Mooring (SPM), a heavy oil leak was discovered, the spill amount being taken as maximum. For the purpose of OSR Plan drill, the scenario weather condition data were based on the actual possible correspondence to the current season of the year: the wind speed of 22.5 m/sec, sea height of 2.5 m, ambient temperature of -5, current speed of 0.2 knots.
The drill will be assessed later following the in-depth analysis of actions of off the units engaged.
CPC conducts at least 10 large-scale drills of oil spill response and fire extinguishing on an annual basis. Being a part of the Company’s industrial safety, labor and environmental protection policy, these activities are aimed at assuring the readiness of CPC and its ER Contractors’ resources and equipment for prompt emergency response and mitigation of their consequences in the Regions crossed by the trunk crude pipeline.
