The active interaction between Astrakhan Oblast and the crude pipeline company is developing under the Agreement on social and economic cooperation signed in 2019. The document covers all socially significant spheres of the Oblast life - health care, education, culture, children’s sports, and provides for a targeted aid to the most vulnerable population. The Cultural and Aesthetic Center for Children and Youth, the construction of which began in summer of 2023, is one of the largest projects in this area.
