State Expert Review Report on Simultaneous Use of Three LACT Meters at CPC MT Approved

On 31 July 2024, the Resolution of Rosprirodnadzor Black Sea-Azov Marine Department approved the report of the state environmental expert review of the documentation: “Substantiation of the contemplated business associated with loading of crude oil at the CPC-R JSC Marine Terminal while simultaneously using three oil quantity and quality measurement systems”. 
In the course of the preparation of the documentation, environmental impact assessment (EIA) of the contemplated business was accomplished. The EIA materials passed the public discussions stipulated by the legislation. The implementation of the proposed business was approved by the Federal Agency for Fishery.
The Expert Commission reviewed the design documentation that provided for possibility of increasing oil transshipment via the Marine Terminal facilities up to 81.5 mln tons per year.
The Expert Commission included leading Russian construction specialists, design engineers, and environmental scientists.
The experts reviewed the composition of the Marine Terminal facilities, main technical solutions, natural and climatic conditions, measures to arrange environmental compliance assurance, and to minimize environmental impact when handling production and consumption waste. 
The state environmental expert review concluded that the documentation for simultaneous use of three LACT meters met the environmental requirements established by technical regulations and environmental legislation of the Russian Federation. Based on the results of the documentation review, the Expert Commission considers the envisaged environmental impact permissible and the implementation of the expertise object possible. 
As a reminder: Construction of the third LACT meter as part of the Debottlenecking Program assuring transportation of increased volumes of crude oil was implemented in accordance with the design documentation which had received positive opinion of the State Expert Review Panel and was completed in summer 2023. In a standard mode, the Marine Terminal is loading from two single point moorings (SPM) with one as a backup unit. Now it has received a possibility of loading oil simultaneously via three SPMs, if required, after forced downtime during spring and autumn storms.

CPC Pipeline System is one of the major investment projects with foreign capital in energy sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route transports over two-thirds of all Kazakhstan export oil, and crude from Russian oil fields, including those in the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore, also amid poor weather conditions.
