SPM-1 and SPM-2 are Temporarily Out of Service

Starting March 26, 2025, following an instruction of the RF Government, Federal Agency for Transport Supervision delivers safety inspections of water transport facilities engaged in handling hazardous cargoes in the Azov Sea and Black Sea waters.  
The inspections are conducted for companies operating in the sea ports of Novorossiysk, Temryuk, Sochi, Tuapse, etc.
Delivery of inspections has been arranged due to the emergency following wreckage of tankers and spill of petroleum products in the Kerch Strait on December 15, 2024.
The primary objective of said inspections is to ensure compliance with the requirements to prevent contamination of the sea waters with oil and petroleum products. 
An unscheduled on-site inspection was delivered for Caspian Pipeline Consortium-R JSC on March 27-31, 2025 as part of federal state control (supervision) in the area of merchant shipping and inland waterway transport.    Following the inspection, relevant documents were issued: an inspection act, a citation to address the violations revealed, and a protocol on the temporary ban of operations at the SPM CPC-1 and SPM CPC-2 facilities. 
Also, based on the findings of the inspection and survey of the CPC Marine Terminal facilities by the Russian Maritime Register of Shipping, starting March 31, 2025, SPM CPC-1 (RS 010784) and SPM CPC-2 (RS 010799) class was suspended.
Pursuant to legislation requirements, CPC took both SPMs out of service until the identified deficiencies have been addressed.
Therefore, all transshipment operations at the CPC Marine Terminal will be delivered using SPM-3 commissioned in 2014. 
CPC Shareholders have been informed about the citations of the supervisory authorities.

CPC Pipeline System is one of the major projects in energy sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route transports over two-thirds of all Kazakhstan export oil, and crude from Russian oil fields, including those in the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore.
