
On August 19, 2025, the third Summit on Leadership in CPC Safe Work Culture development was held in Elista. The Consortium’s top managers and managers and specialists from all operation facilities in Russia and Kazakhstan as well as contractors’ representatives were invited to attend. The key subject of the Summit was strengthening cooperation in Health, Safety and Environment (HSE) field among employees of all companies involved in the CPC international project.
Nikolay Gorban, CPC General Director, addressed the Summit participants with an opening speech. This was followed by a report on the dynamics of CPC and contractors’ employees’ engagement in Safe Work Culture and a detailed review of effective Leadership tools.
The following results are among the most important ones: Action Plan to mitigate negative and promote positive beliefs in the area of safe operations among all CPC employees and contractors developed; effective mechanisms for eliminating communication barriers between managers at all levels studied. Summit participants made personal commitments and recommendations on a set of commitments in Safe Work Culture for all personnel.
The CPC Safe Work Culture Leadership Summit is a venue for discussions, presentations of progressive and innovative approaches, exchange of experience, discussions on the prospects for further Safe Work Culture development and achievement of the main goal – zero injuries. The platform provides a unique opportunity to improve cooperation in the area of Safe Work Culture between CPC and its partners.

It should be noted that since 2022 CPC has been implementing the HSE Strategic Plan aimed at achieving zero injury indicators and accident-free operation which is based on the Consortium’s, Shareholder Companies’ and world oil industry’s experience and on the individual diagnostics findings.
To ensure successful implementation of the Plan, each of its eight objectives is supervised by one of the Company’s Senior Managers. The Objective To Enhance Safe Work Culture Level and Develop Leadership is supervised by the CPC General Director.
In 2024, the Leadership Summit discussed the results of the CPC HSE Strategic Plan implementation, which allowed for a detailed review of the key goals and objectives of the new Strategic Plan for 2025-2027.
Tomorrow, another important event on developing Safe Work Culture - Corporate Safety Day - will take place in Elista.
