On
September 24, 2025, in the broad light of the day, when Novorossiysk citizens
were at work or at home, when students were attending their classes, the Hero
City, hosting civilian facilities of Caspian Pipeline Consortium -
administrative office, Marine Terminal (next to Yuzhnaya Ozereyevka settlement,
Novorossiysk), and Tank Farm, - came under an all-out attack by unmanned aerial
vehicles (UAV) and unmanned surface vessels (USV) controlled by the Ukrainian
military.
According
to available information and recorded data, these UAVs and USVs were outfitted
with both explosives and additional striking elements. In this case, the
obvious target was to murder as many people as possible.
As result
of the attack, a multitude of civilians simply present in city streets were
injured, several people were killed. Two persons (not CPC employees) were
murdered in the immediate vicinity of CPC office in Novorossiysk. Two of the
Company employees were also wounded and are currently hospitalized. They
received first aid and already had surgeries with more to come.
This act of
the Ukraine’s aggression against civilian facilities also damaged CPC office,
located amidst residential zone in the city centre, partially destroyed nearby
apartment buildings and Novorossiysk Hotel, and set civilian cars on fire.
Administrative
office operation is temporarily suspended, employees are transferred to remote
work mode, damage is being assessed and the building reinstated.
At the CPC
Marine Terminal, following the announcement of a citywide alert on the night of
September 24, tanker loading was suspended and vessels were moved to anchorage
in accordance with instructions of the Novorossiysk Sea Port captain. This is a
standard procedure when a citywide alert is announced. Loading will resume
after the alert is lifted and depending on weather conditions.
CPC is a
continuous production cycle enterprise that includes hazardous facilities. Such
actions inevitably entail large-scale environmental consequences and disrupt
CPC business processes, including oil supply to world markets through
international shippers.
Caspian
Pipeline Consortium unites largest energy companies in Russia, the USA,
Kazakhstan, and a number of Western European countries, and is currently one of
the channels of energy diplomacy and cooperation with Western companies.
The key
operational task of CPC is to provide pipeline transportation of oil produced
by international companies at three major fields in Kazakhstan: Tengiz,
Kashagan, and Karachaganak. Around 63 million tons of oil were pumped through
Tengiz-Novorossiysk oil pipeline in 2024, about 74% of which was owned by
international shippers, the largest of them being Tengizchevroil, ExxonMobil,
KazMunayGas, Eni, and Shell.
Important
role of CPC in ensuring global energy security and realizing economic interests
of the participating countries is unanimously recognized by all CPC
shareholders and leadership of the respective states.
It should
be noted that no sanctions or restrictive measures have ever been imposed on
the Consortium, which also testifies to recognition of the significant CPC role
in ensuring interests of the Company's Western Shareholders.
CPC team
believes that the deliberate act of terrorism committed by the Ukraine on
September 24, 2025, against purely civilian facilities in Novorossiysk is
manifestation of the cannibalistic contempt to human lives embraced by the
Ukrainian leadership and trigger-men. Thus, the Ukrainian authorities are
effectively ignoring efforts of third party countries, including those
represented in CPC, to peacefully resolve the crisis in interstate relations,
and are demonstrating a scornful attitude towards state leaders personally
involved in establishing a peaceful dialogue.
