Terror Attack on CPC Marine Terminal

Today, November 29, 2025, at 4:06 AM, following an intended terror attack of drone boats in the CPC Marine Terminal waters, CPC Single Point Mooring SPM-2 received significant damages.
Pertaining to the citation issued by the Novorossiysk Harbor Master, loading and other operations stopped, tankers navigated beyond the CPC offshore area. No one injured among CPC and Contractors’ personnel.
At SPM explosion, the emergency shutdown systems shut off the respective pipelines. Provisionally, oil spill to the Black Sea waters was prevented.
Sea water sampling underway, environmental monitoring in progress, emergency oil spill response plan in action.
Further SPM-2 operation is impossible. Offloading operations at the terminal will proceed in line with the established rules as the drone boat and flying drone threat is lifted.
The Caspian Pipeline Consortium unites major fuel and energy companies from Russia, USA, Kazakhstan and from several countries of Western Europe. We believe that the attack on CPC is an attack on the interests of CPC Member States. We shall highlight that this is the third act of aggression against a purely civil asset under protection of the international law. Earlier attacks were on Kropotkin PS, CPC administrative office in Novorossiysk received damages.
All CPC Shareholders and Governments of CPC Member States acknowledge an important role of the Consortium in ensuring the global energy security and meeting the economic interests of the Member States.
It should be noted that no sanctions or restrictive measures have ever been imposed on CPC, which also testifies to the recognition of the significant CPC role in ensuring interests of the Company's Western Shareholders.
CPC is transporting crude oil from three major fields in Kazakhstan: Tengiz, Kashagan, and Karachaganak. The volume of crude oil transshipment in 2024 made about 63 million tons, about 74% of which were owned by international shippers, the largest of them being Tengizchevroil (Chevron), “ExxonMobil”, “KazMunayGas”, “Eni”, and “Shell”.

CPC Crude Oil Pipeline System is one of the major projects in CIS energy sector. The length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route transports over two-thirds of all Kazakhstan export oil, and crude from Russian oil fields, including those in the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore.
