On May 27, 2026, Yerlan Akkenzhenov, Minister of Energy of the Republic of Kazakhstan, held a meeting with CPC General Director Nikolay Gorban in Astana.
The Consortium’s Head informed the Minister of 2025 CPC performance results and Company’s short- and long-term development plans. It was noted that the oil throughput at the Marine Terminal will be 72 mmt this year as planned by CPC.
The parties discussed the long-term plans for crude oil production by Tengiz–Novorossiysk system Shippers and the fulfillment of oil transportation nominations, a factor that affects the amount of dividends paid to Shareholders, also in the Republic of Kazakhstan, as well as tax payments. It was pointed out that in 2025, CPC-K made about $100.9 mm tax payments in the Republic of Kazakhstan. Dividends to CPC-R and CPC-K Kazakhstani Shareholders for the same period amounted to $272.9 mm.
Implementation of the project to replace two single point moorings at the CPC Marine Terminal earned special attention.
General Director noted that two new SPM have already been manufactured. One of the moorings and related installation equipment have been delivered to Novorossiysk. Pre-installation and other activities to install SPM in its design position are underway. The parties discussed the prospect for delivery of the second single point mooring and the necessary assistance from the government authorities of the Republic of Kazakhstan and the Russian Federation.
CPC General Director Nikolay Gorban also informed the Minister of the currently ongoing tests of Russian-made main pump unit at the CPC and Transneft sites as part of the project to replace gas turbine units with domestic electric motor-driven main pumps.
The CPC Head and the Minister also discussed cooperation between the Republic and the Company in the social sphere. Since 2001, CPC has built new schools, kindergartens, children's centers, sports grounds, donated hundreds of pieces of equipment for schools and hospitals, and implemented dozens of educational projects. One of the recently completed construction projects is the 900–seat school in the Talgairan micro-district, Atyrau. Nikolay Gorban also informed the Department Head that a project on supporting the Russian language in the Republic of Kazakhstan and the dissemination of Kazakh literature in the Russian Federation is planned to be implemented this year.
As outcome of the meeting the Parties emphasized the important role of the Caspian Pipeline Consortium in ensuring the energy security and stability of the Republic of Kazakhstan, as well as in developing economic cooperation between the countries. The Tengiz–Novorossiysk pipeline system is the safest, logistically sound and economically viable route for transporting crude oil from the fields of Western Kazakhstan to the world markets.

CPC Pipeline System is one of the major projects in energy sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route transports over two-thirds of all Kazakhstan export oil, and crude from Russian oil fields, including those in the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore.
