Caspian Pipeline Consortium Response to the Emergency Situation in Novorossiysk

On April 08, 2021, around 15:15, the following explosive ordnance dating back to the time of the Great Patriotic War was discovered in Glebovskoe settlement of Novorossiysk municipality: 45 mm and 75 mm ammunition, hand grenades, mortar bomb, shells, and an air bomb weighing around 250 kg.

Explosive ordnance has been found by personnel of the company in charge of inspection of land plots to be used for laying power transmission lines. The Great Patriotic War explosive ordnance was found at a distance of about 430 m from CPC-R Marine Terminal Tank Farm, in the vicinity of Signal and Shelf settlements. Five meters to the left of the Tank Farm detour road was the location where the 45 mm and 75 mm ammunition, hand grenades, mortar bomb and shells were found. Three hundred meters to the right of the road, in the vegetation, the air bomb weighing around 250 kg was found.

CPC-R, in coordination with the divisions of Ministries of Emergency Situations and Internal Affairs, as well as other competent authorities, has taken required action to ensure safety of the local population, company personnel and facilities. To prevent access of unauthorized persons to the above locations, CPC jointly with the Ministry of Internal Affairs, has arranged for permanent watch duty. That being said, all of CPC-R Marine Terminal facilities are operating routinely.

I.A. Dyachenko, Head of Novorossiysk City Municipality announced the state of ‘emergency situation’ on April 09, 2021, due to the classification of the ordnance discovered and further to the requirements of the Ministry of Emergency Situations. Regional divisions of the Ministries of Emergency Situations, Internal Affairs, Health Care have been engaged; in case of necessity, evacuation arrangements are in place for the local citizens.

Back in 1942-1943, ferocious battles took place in the territory of Novorossiysk city municipality. Every square meter has buried up to 300 kg of metal. Explosives are being discovered up to the present day. According to the data provided by the Ministry of Emergency Situations, over the past 5 years, about 1,000 explosive items have been found and neutralized in the Novorossiysk City Municipality. In the early 2000s, during construction of CPC facilities in the Krasnodar krai, over 7,000 bombs, shells, mines and grenades were found and deactivated in the course of earthwork. The expertise of the Consortium's personnel and well-orchestrated efforts undertaken jointly with the Emercom and Ministry of Internal Affairs competent structures allow for prompt response to similar situations while ensuring safety of the population, company personnel and industrial facilities.

This route moves over two thirds of all Kazakhstan export oil along with crude from Russian fields including those in the Caspian region.
