20220303.jpgStarting 1 February 2022, CPC-R put into effect its Safety Culture Leadership Standard STP CPC 62.01.2022. The provisions of this standard are to be implemented in all divisions and all the regions where the company operates.

The Standard implementation promotes further development of the international Vision Zero initiative and the corporate Safety Culture Leaders program aimed at compliance with occupational health and safety so as to prevent work incidents and to ensure safe operation of CPC Pipeline System.

According to this regulation, any CPC or contractor employee can be seen as a leader if he/she is ready to motivate and inspire colleagues not only to consciously comply with health and safety provisions, but also to act in order to develop Safety Culture and to implement the company's vision zero policy.

The main Leader’s objective is to change CPC and contractor personnel’s mindset from ‘I must’ to ‘conscious understanding, personal involvement in compliance with health, safety and environment provisions’.

Senior and mid-level managers, engineers, HSE personnel become leadership practice drivers. Their functions include personal commitments, goal setting, search and assessment of new risks, new opportunities and process solutions, specialist benchmarking, special meetings, internal investigation of incidents, leadership visits, personnel motivation etc.

Leadership practice carriers show how Safety Culture can be implemented, guarantee efficient handling of Observation Cards, identify both negative and positive instances of HSE compliance.

Among other factors, the relevance of the Safety Culture Leadership Standard is due to the considerable scope of construction work at Consortium’s sites under the Debottlenecking Program. This led to increased numbers of contractors, manpower and specialized vehicles at each site, which, along with new objectives, raises operational risks. This raises the responsibility of Safety Culture Leaders, with a higher number of their objectives and their increasing role in ensuring safe and incident-free operation of all CPC Pipeline facilities.

The CPC Pipeline System is one of CIS largest energy investment projects that involves foreign capital. The length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route moves over two thirds of all Kazakhstan export oil along with crude from Russian fields including those in the Caspian region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM), allowing tankers to be loaded safely at significant distance offshore, including in poor weather conditions
