From October 4 to 7, 2022, there was a 72-hour
scheduled shutdown of the Tengiz-Novorossiysk crude pipeline. During this time, the Caspian Pipeline
Consortium’s and Contractors’ specialists completed a significant scope of work
as part of the Debottlenecking Program.In the Tank Farm (a group of tanks) at Tengiz
PS new manifolds of Dia.1000 and the Spectacle blind of the ball valve of
Dia.800 was rotated to switch from a blind to a spacer to provide for oil
feeding into the new manifolds. The software and hardware of the Fire and Gas
Detection System (FGDS) based on the Kit of technical means of security and
fire alarm and fire extinguishing control (KTS-2000) of Russian production were
updated for the preparation to start-up and commissioning of the booster pump
station and drainage tank. The FGDS mimic panels were installed in the
operator’s room and fire depot. The equipment of 40-cu.m drainage tanks and ESV
(ball valves) was integrated into the Tengiz PS emergency shutdown system
(ESD). Simultaneously, the FGDS control panels were replaced and integrated
into the station control system.
Two Spectacle blinds of Dia.700 and a blind of Dia.500 were rotated to switch
from a blind to a spacer at Atyrau PS. The mainline pump station control
module was integrated into the Fire and Gas Detection System (FGDS). The
station was also integrated into the existing Controls and Communication System
(CS&C) with possibility of exercising control from the Operations Control
Center (OCC). The work was completed to update the software and hardware of the
programmable logic controller (PLC) of the general and emergency shutdown
systems. Completion of the said work allows proceeding to trial starts of gas
turbine units (GTU), MPU testing with subsequent comprehensive test.
At Astrakhanskaya PS, new process segments
created as part of the DBN were tied-in to the existing pipelines of the
Station with subsequent oil-in. Fourteen tie-ins were completed to provide for
a new mud strainers site, mud strainer drainage tanks and backup quality loop
to be integrated into the Astrakhanskaya PS process flowchart. The hardware and software of the general and ESD
PLC were updated allowing for connection of the new CS&C equipment which
provides for control and monitoring of the new mud strainers site and drainage
tanks. During the integration process, the equipment was tested for its
functionality.
The power supply layout was further refined to
connect new equipment at Komsomolskaya PS. The mainline pump station
control module was integrated into the Fire and Gas Detection System (FGDS) -
KTS-2000, a new mainline pump station emergency shutdown board and emergency
shutdown systems (ESD) were installed in the operator’s room. The mainline pump
station was also integrated into the existing CS&C system with possibility
of exercising control from CPC Marine Terminal OCC. The hardware and software
of the general and ESD system PLC were updated. Completion of the said work
allows proceeding to trial starts of the GTU, MPU testing and subsequent
comprehensive test. The equipment of the new tank of the Surge relief system
(SRS) was integrated into the station CS&C with subsequent oil in, testing
and comprehensive test.
Work was completed in CPC Marine Terminal Operations Control Center (OCC) to
integrate Astrakhanskaya PS and Komsomolskaya PS equipment into the SCADA
system. The databases and SCADA display screens were updated to enable control
and monitoring of the newly installed equipment from the OCC. The dispatcher’s
applications, hydraulic model, simulator and Leak detection system (LDS) were
updated to include the equipment connected during the scheduled shutdown.
An additional transformer sub-station for 10/0.4
kV with a 0.4 kV switchgear and necessary number of outgoing feeders for power
supply of the prospective projects was put into operation at CPC Marine
Terminal. To support taking out of service the main tank at the Marine
Terminal Shore Facilities site, equipment was installed and integrated into the
SCADA system with subsequent functional testing of the new tank of 800 cu.m.
The oil transportation through the
Tengiz-Novorossiysk crude pipeline has currently been resumed. The
Debottlenecking Program is being implemented in accordance with the project
schedule.

CPC Pipeline
System is one of the major investment projects with foreign capital in energy
sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511
km. This route transports over two-thirds of all Kazakhstan export crude, as
well as crude from Russian oil fields, including those in the Caspian Region.
CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that
allow to load tankers safely at a significant distance offshore, also amid poor
weather conditions.
