On 19-21 July 2023, a corporate function was held
in Elista aimed at improvement of leadership practice in CPC Safe Work Culture
development. The Consortium’s top managers and managers and specialists of all
operation facilities participated in the workshops.The function participants reviewed the results of
the implementation of safety culture and Vision Zero concept, examined the
issues and recommendations of exports. Roadmaps of improvements based on the
change matrix were also developed. The managers and specialists practiced case
studies on investigating hazardous situations and incidents and identifying
their root causes, and formulated new proposals for changes to the Safe Work
Culture Leadership corporate standard.


CPC is currently implementing a 2022-2024 HSE
Strategic Plan aimed at achievement of zero injury indicators and accident-free
operation which is based on the Consortium’s, its Shareholder Companies’ and
world oil industry’s experience and on the individual diagnostics findings.


Implementation of this Plan is aimed at
improvement of HSE management system and it is yet another step towards
achievement of more efficient management of all risks. To ensure successful
implementation of the Plan, each its objective has a supervisor represented by
one of the Company’s Officers. Thus, the Safe Work Culture Improvement and
Leadership Development objective is supervised personally by CPC General
Director. The following constitute other important objectives of the Plan:
Efficient management of work during medical emergencies and medical support in
general, Improvement of the risk
management process, risk barrier assessment, permit to work system,
investigation and root cause analysis process, Improvement of competency and
skills development in HSE, Improvement of the contractors' HSE management
system, Improvement of motivation and responsibility system, automation /
integration of HSE business processes, Improvement of the level of
environmental safety of operation activities, Improvement of the level of
emergency preparedness and response in case of emergencies.

CPC Pipeline
System is one of the major investment projects with foreign capital in energy
sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511
km. This route transports over two-thirds of all Kazakhstan export crude, as
well as crude from Russian oil fields, including those in the Caspian Region.
CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that
allow to load tankers safely at a significant distance offshore, also amid poor
weather conditions.
