Round Table of Fuel and Energy Companies’ Security Services in Kazakhstan

фото3.jpgOn 1 October 2024, CPC representatives participated in a meeting of Security Services of oil and gas industry in the Republic of Kazakhstan. The round table meeting was held at Tengizhchevroil’s premises in Atyrau.
Specialists from KazMunayGas NC, KazMunayGas NC (Kashagan), LUKOIL, North Caspian Operating Company and Karachaganak Petroleum Operating were also invited to a dialogue. The Companies’ representatives had an opportunity of sharing their experience, strengthening contacts among the Security Services, discussing and making proposals of urgent issue resolution.
TCO representative’s presentation opened the Round table. He spoke about the Security Service’s activities, security response to simulated incidents caused by emergencies and infringement of access control.    
In their presentation, North Caspian Operating Company’s representatives proposed for discussion the problems of man-made accidents and the issues of security staff's actions during prompt evacuation of personnel.
A participant from Karachaganak Petroleum Operating spoke, in addition to other information, about the implementation of regulations of the Republic of Kazakhstan in the preparation of passports of anti-terrorist protection of secured facilities.
Grigory Senoedov, Head of Physical Security Team, CPC Corporate Security Division, reported on current threats to oil transportation infrastructure facilities in Russia and Kazakhstan and methods of their protection. 
In the course of his report, he pointed out that the Company applied a risk-oriented approach which implied that control and supervision activities should be based on and commensurate with the risks involved: the frequency of inspections and resources used should be proportional to the risk level of damage to property and human health.
The Consortium is efficiently interacting with the governmental authorities of the Republic of Kazakhstan. In particular, as noted in the report, an Information Security Cooperation Agreement is in effect between CPC-K and the RoK Ministry of Digital Development, Innovation and Aerospace Industry.
As part of the experience exchange, Grigory Senoedov spoke about the work of the training center in Elista, which specializes in the training of security personnel in the fuel and energy sector. In the future, the Company plans to open a similar center in Kazakhstan. This proposal was highly appreciated by the meeting participants.
Currently, the physical protection arrangements, security firms’ resources and equipment at the PS facilities and on the line pipe of the trunk crude pipeline meet the requirements of the legislation of the Republic of Kazakhstan and the Russian Federation and allow to ensure the security of CPC facilities.

CPC Pipeline System is one of the major projects in energy sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route transports over two-thirds of all Kazakhstan export oil, and crude from Russian oil fields, including those in the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore.
