
On June 7, 2024, on the sidelines of the 27th St. Petersburg International Economic Forum (SPIEF-2024), CPC General Director Nikolai Gorban and Astrakhan Oblast Governor Igor Babushkin signed an Agreement between the Consortium and Region’s Government for social and economic cooperation. The document is aimed at further development of the interaction in both industry and social partnership.
The Agreement priority objectives include: support to continuous and accident-free operation of Tengiz-Novorossiysk trunk crude pipeline on the territory of Astrakhan Oblast; support to construction and commissioning of CPC new facilities, specifically, implementation of projects to upgrade the existing capacities of the Consortium’s pipeline system; further development and enhancement of the efficiency of industrial, transportation and other sectors of Astrakhan Oblast economy and the Consortium’s facilities.
CPC will continue to actively support the Oblast social sphere and implementation of programs to render aid to the most vulnerable population. The mutually beneficial cooperation between the Consortium and Oblast will develop dynamically in the priority directions, such as education, health care, culture and sports. The Agreement provisions also determine implementation of environmental projects, acquisition of municipal motor vehicles and specialized road vehicles for the Region’s need as the areas of cooperation.
The history of cooperation between the Consortium and Astrakhan Oblast Government goes back more than two decades. Supply of the state-of-the-art CT scanner worth approximately 60 mln rubles to Alexandro-Mariinsky Oblast Clinical Hospital in the beginning of 2023 should be noted as one of the current major projects implemented by CPC. Thanks to CPC, the material base of municipal services of the districts crossed by CPC trunk crude pipeline route and the city of Astrakhan at the end of 2023 - first half of 2024 is strengthened with various modern specialized vehicles for the total of more than 60 million rubles. The most significant charity project right now is the Cultural and Aesthetic Center for Children and Youth, the construction was which started in summer 2023 in the village of Yenotaevka.

CPC Pipeline System is one of the major investment projects with foreign capital in energy sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route transports over two-thirds of all Kazakhstan export oil, and crude from Russian oil fields, including those in the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore, also amid poor weather conditions.
