
On June 19, 2025, a business meeting was held between CPC General Director Nikolay Gorban and Igor Babushkin, Head of Astrakhan Oblast, at the St. Petersburg International Economic Forum (SPIEF 2025).
The Parties discussed matters of partnership between the company and the region under the five-year Agreement on Social and Economic Cooperation signed in June 2024. The document covers all socially significant spheres of the Region’s life: health care, education, culture, children’s sports, ecology and also provides for a targeted aid to the most vulnerable population.
Under the Agreement CPC, each year and together with local administrations, analyze the requirements in various social spheres on a preliminary basis, determine the priority facilities, required financing and the optimal charity projects implementation timelines in adherence with the targeted delivery principle.
As a reminder, CPC-R social program in Astrakhan Oblast amounted to over 160 million rubles in 2024. Tax proceeds from the Consortium to the consolidated budget of the Astrakhan Oblast totaled over 4.5 billion rubles in 2024.
Almost 300 km long section of CPC trunk pipeline crosses Astrakhan Oblast territory, system pressure is maintained by three pump stations with Astrakhan PS being the largest one.

CPC Pipeline System is one of the major projects in energy sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route transports over two-thirds of all Kazakhstan export oil, and crude from Russian oil fields, including those in the Caspian Region. CPC Marine Terminal features three Single Point Moorings (SPM) that enable safe tanker loading at significant distance offshore.
