
The 28th International Association of Oil Transporters (IAOT) Governing Board session and Assembly events were held in Qingdao, China on 22-24 June 2026. It was attended by representatives from Transneft, KazTransOil, Gomeltransneft Druzhba, MOL Group, KKT LLP, China National Petroleum Corporation (CNPC), Sino Pipeline International, CPC, etc.
The session attendees approved IOAT’s financial statements and audit report for 2025 and also agreed to revise the Association’s founding documents based on the outcome of the Strategic Round Table held in Astana on 23 May 2026.
During the session, reports were presented on the results of the activities of all permanent expert groups and the MATN Center for Professional Skills Development. N.N. Gorban, General Director, CPC, presented information on the results of the Safety Culture discussion platform established in 2025. The platform demonstrated its high potential. The session attendees approved raising its status to another permanent working group acting in the association. CPC’s initiative to harmonize methodological approaches to developing the Safety Culture in IOAT member companies was also supported: the unity of terminology, metrics, reporting format, event classification, and exchange of incident lessons learned.
The session participants reviewed the results of the International Scientific & Technical Youth Conference of Transneft and IAOT members and the preparation progress of the International Professional Mastership Competition, Best in Profession, planed for 2027.
The Governing Board supported an initiative proposed by Chinese colleagues and the CPC General Director to develop common standards and recommendations for applying the artificial intelligence and automating the operation of oil and gas pump stations, as well as forming a working group to make use of IAOT companies’ experience in various jurisdictions.

As part of the 28th International Association of Oil Transporters (IAOT) Governing Board and Assembly Session events, the attendees visited an oil and gas transportation laboratory of the Chinese Oil University, familiarized themselves with Dongjiakou port operation and manless technologies at an automated terminal of the port of Qingdao.
The IAOT was established in 2013 as an international non-profit, non-governmental organization. The IAOT’s key tasks include comprehensive assistance in supporting continuous deliveries of oil and petroleum products to the world energy markets and in developing interrelationship among the Association participants at a national, regional and international level.
In April 2024, CPC raised its status in the IAOT from an observer to a full member, and, in June 2025 in Sochi, hosted the 25th Session of the Governing Board with the powers of the Assembly of the International Association of Oil Transporters (IAOT).
