N. Gorban, CPC General Director spoke at the open session ‘Safety Culture as a tool for achieving Goal 0. Manager's leadership and direct communication’ within the framework of the All-Russia Safety Week in Sochi on October 08, 2026.The Consortium’s General Director presented the experience of CPC in Safety Culture development. In September 2026, CPC held its annual Leadership in Safety Culture Development Summit that served as a discussion platform for the Consortium's managers and contractors.
‘At Summits like this one, we concur our values and approaches to safety; we discuss interface issues and identify follow-on priorities. This gives us an opportunity to work out a common ground that will be consistently implemented in the teams. It matters to us that, at every and all facilities, both company and contractor employees share the same understanding of safety as a priority’, noted Mr. N. Gorban in his address.
Three levels of committees - regional, pump station and steering - allow to ensure that information circulates both ways within the company. The committees process the initiatives and observations incoming from the low-tier level, have them implemented and, if extra support is required, forward them to the company management.
‘Managers of all levels personally take part in this effort. We have cases when our Chief Engineer, Operations and Maintenance was part of the regional committee, and a Head of a regional directorate was part of the pump station committee. This type of involvement provides an opportunity to actually hear people out, discuss the causes of challenges and identify a solution at the required level’, explained the CPC General Director.
Observation cards are an important tool for reaching out promptly to the management and specialized departments. The Company keeps working to improve performance indicators when it comes to using Safety Culture tools. A target figure for CPC personnel is 40%, a relevant indicator for contractors is 10%.
‘A manager’s task is to hear everyone out, ensure solutions, and verify the outcome. When an employee realizes how their observation impacts the actions of the company, Safety Culture moves from policy to practice. It is this consistent effort that leads us to achieving Goal 0’, summarized N. Gorban.
