CPC guarantees efficient and environmentally safe movement of crude oil

CPC Management Inspected three of the Consortium's Pump Stations Located in the Astrakhan Region and Republic of Kalmykia

116A2152.jpgOn July 15, 2022, CPC General Director Nikolay Gorban and the Consortium's operations and construction projects specialists visited А-PS-5А in the Astrakhan Oblast, PS Komsomolskaya and PS-2 in the Republic of Kalmykia. Unscheduled audits of CPC/contractor personnel readiness for emergency response were delivered.

Drills were conducted per different legends, both at pump stations and the line pipe. At 05:00 (04:00 am Moscow time), a briefing came in regarding loss of integrity at 668 km of the Tengiz-Novorossiysk pipeline.  To address the tasks at hand, the Emergency Response Station personnel (25 pers.) and 12 equipment units promptly traveled to the drill area.  Personnel successfully handled various types of machinery and equipment, such as mobile pumping unit, slotting devices, collapsible tanks etc. The drill and ‘emergency’ response met the established schedule.

Readiness to emergency response was also inspected at the Chernozemelsky Canal next to PS-2 in Kalmykia.  A drill to contain a simulated oil spill was delivered.  The participants demonstrated well-coordinated efforts while deploying oil containment booms and hands-on skills in applying specialized oil skimming equipment.

Emergency response personnel and contractor representatives conducted a simulated fire fighting drill at the A-PS-5A pressure control unit. At PS Komsomolskaya, a drill to contain a simulated loss of integrity of the LACT meter with subsequent ‘ignition of oil’ was conducted. The drill was positively rated by CPC management: the participants acted in a coordinated manner while deploying and using fire fighting equipment.

While visiting pump stations, CPC management inspected main and auxiliary equipment sites, as well as work progress under the Debottlenecking Program (DBN). Personnel living conditions in rotation camps were also checked.

Specifically, at A-PS-5A, CPC management inspected readiness of new variable frequency converter shelters installed onto steel structures. This installation was delivered under DBN.

At PS Komsomolskaya, construction personnel reported on the final stages of installation supervision at the new mainline pump unit with a gas turbine unit.  Commissioning is scheduled to occur shortly, with equipment vendor representatives in attendance.

Company management also inspected the new surge relief system tank site where construction and installation work was nearing completion.  Integration of the tank instrumentation into SCADA system was scheduled at the time of the upcoming shutdown of the pump station.

At PS-2, operations personnel reported stable functioning of the four variable frequency converters commissioned for pilot operation on June 07, 2022. Power quality is monitored on an ongoing basis, all parameters are within allowable limits.

CPC Pipeline System is one of the major investment projects with foreign capital in energy sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511 km. This route transports over two thirds of all Kazakhstan export crude, as well as crude from Russian oil fields, including those in the Caspian Region. CPC Marine Terminal is equipped with three Single Point Moorings (SPM) that allow to load tankers safely at a significant distance offshore, also amid poor weather conditions.
