
August 26, 2025, comprehensive drills were conducted at the CPC Marine Terminal in Yuzhnaya Ozereevka prior to the approval of the Oil and petroleum products spill prevention and response Plan (subsea pipelines). The drills were attended by CPC-R JSC divisions and services and Transneft-Service LLC.
According to the drill scenario, a simulated destruction of a subsea pipeline occurred during tanker loading off of CPC-2 SPM in the Marine Terminal water area, and a simulated spill of 705.5 cubic meters of oil took place. There were no casualties or injured persons.
Pursuant to the Oil and Petroleum Products Spill Prevention and Response Plan, tanker loading was stopped; news of the simulated accident was communicated to the state supervisory and regulatory authorities, along with associated entities and organizations; Emergency Operations Center (EOC) was formed; all required resources and equipment were engaged.
Five boom boats formed 5 boom units and contained the simulated spill. After that, 8 emergency response vessels used skimmers to collect 882 cubic meters of oil and water mix into temporary storage tanks. During the operation, gas analysis of the air environment and monitoring of oil pollution movement was performed in the area of the spill on an ongoing basis, using regular equipment of the vessels involved.

One hundred and fourteen responders ensured protection of the coastline by installing booms and using oil skimming equipment. They collected the simulated contaminants off of the coastline, by placing 20 cubic meters of oil and water mix and 82 tons of contaminated soil into temporary storage tanks. All of the activities were compliant with HSE requirements; personal protective gear was used.
Environmental Compliance Assurance (ECA) team collected water and soil samples to assess quality of the clean-up effort. Oily waste was transferred to specialized companies for decontamination.
In the course of the drills, efficiency of the organization and control of the organic emergency response resources was checked, sufficiency of the facility emergency response staff and equipment and their compliance with the regulatory level specified in the Oil Spill Prevention and Response Plan were assessed.
The drill was observed by the commission consisting of representatives of regulatory and supervisory agencies – EMERCOM of Russia, Rosprirodnadzor, Novorossiysk Municipality Administration, Black Sea Ports Administration, Rostransnadzor and others.
CPC conducts at least 10 large-scale oil spill response and fire extinguishing drills annually. Large-scale drills are conducted in CPC on a regular basis, allowing to assess readiness of CPC pipeline operation teams, Security and dispatchers of the Company to emergencies. More than 20 scheduled drills were conducted in 2024 along the entire Tengiz-Novorossiysk crude pipeline route.

CPC Pipeline System is one of the major projects in energy sector in the CIS. The length of the Tengiz – Novorossiysk pipeline is 1,511 km.
